Amends the Educator Licensure Article of the School Code. Requires a school board to report to the State Board of Education's Educator's Certification Division, or its successor division, any instance of disciplinary action taken against a licensed employee.
Amends the Illinois Highway Code. Makes a technical change in a Section concerning the short title.
Amends the General Assembly Compensation Act. Establishes the fiscal year 2015 mileage reimbursement rate and allowance for lodging and meals. Requires every member of the 98th General Assembly to forfeit one day of compensation during each month of the fiscal year beginning July 1, 2014. Amends the Compensation Review Act. Prohibits a fiscal year 2015 cost-of-living adjustment for State government legislative and executive elected officers and appointees in positions for which the Compensation Review Board previously recommended or determined compensation. Effective immediately.
Creates the Business Mandate Note Act. Provides that every bill and proposed rule the purpose or effect of which is to directly increase the cost of doing business in the State shall have prepared for it a brief explanatory statement or note that shall include a reliable estimate of certain anticipated impacts. Provides that the Department of Commerce and Economic Opportunity shall prepare the business mandate note. Effective immediately.
Amends the Internet Dating, Internet Child Care, Internet Senior Care, and Internet Home Care Safety Act. Provides that disclosures concerning background checks must be provided in connection with mobile devices in a clear and conspicuous manner.
Amends the Safe Pharmaceutical Disposal Act. Provides that any licensed pharmacy may display a container suitable for use as a receptacle for used, expired, or unwanted pharmaceuticals. Provides that these used, expired, or unwanted pharmaceuticals may include unused medication and prescription drugs. Provides that this receptacle shall only permit the deposit of items, and the contents shall be locked and secured. Provides that the container shall be accessible to the public and shall have posted clearly legible signage indicating that expired or unwanted prescription drugs may be disposed of in the receptacle. Provides that the Department of Financial and Professional Regulation shall adopt rules to facilitate the receipt of medication and prescription drugs under these provisions. Effective July 1, 2014.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice to claim that another has infringed upon a United States patent if the claim falsely threatens adverse administrative or judicial action, the assertions lack a reasonable basis in fact or law, the person making the assertion is not, or does not represent, a person with a current right to license the patent, or the claim fails to make certain other disclosures. Effective January 1, 2015.
Amends the Division of Banking Act. Authorizes the Secretary of Financial and Professional Regulation to establish a Commercial Bank Regulatory Section and a Savings Bank Regulatory Section within the Division. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund. Provides for expenditures from the Savings Institution Regulatory Fund and the Residential Finance Regulatory Fund related to the disposition of unclaimed property. Amends the Savings Bank Act. Provides that the Secretary may charter mutual and stock holding companies in connection with a mutual savings bank reorganization. Establishes the effect of the repeal of the Illinois Savings and Loan Act of 1985, including the regulation of entities formerly under the Illinois Savings and Loan Act as savings banks under the Savings Bank Act. Changes references from "member or shareholder" to "customer". Changes references from "Commissioner" to "Secretary". Makes changes to provisions concerning articles of incorporation, proxies, directors, access to books and records, regulations, investment in loans, loans to one borrower, mergers, conversion of an existing depository institution to a savings bank, powers of the Secretary, regulatory fees, and disclosure of reports of examinations and confidential supervisory information. Repeals the Illinois Savings and Loan Act of 1985. Makes other changes. Effective immediately.
Amends the Great Lakes-St. Lawrence River Basin Water Resources Compact Act. Makes a technical change in a Section concerning the short title.
Amends the Wildlife Code. Adds the Gray wolf, American black bear, and Cougar to the list of protected species under the Act.
