Amends the Unified Code of Corrections. Makes a technical change in a Section concerning a committed person's grievances.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department shall require every provider of mammography services to, if a patient's mammogram demonstrates dense breast tissue, provide notification to the patient in any summary of the mammography report sent to the patient pursuant to the federal Mammography Quality Standards Act that shall include, but not be limited to, certain information.
Amends the Criminal Code of 2012. Provides that a person employed by a school, college, university, or other educational institution of the State whose duties include reporting criminal conduct committed in the school, college, university, or other educational institution of the State or on school or educational institution grounds commits hazing when he or she fails to report to law enforcement authorities any hazing reported to school or educational institution authorities by others or of which school or educational institution authorities otherwise have knowledge. Provides that a violation is a Class A misdemeanor. Effective immediately.
Amends the Prevention of Tobacco Use by Minors and Sale and Distribution of Tobacco Products Act. Provides that a person, either directly or indirectly by an agent or employee, or by a vending machine owned by the person or located in the person's establishment, may not sell, offer for sale, give, or furnish any alternative nicotine product, or any cartridge or component of an alternative nicotine product, to a person under 18 years of age. Provides that before selling, offering for sale, giving, or furnishing an alternative nicotine product, or any cartridge or component of an alternative nicotine product, to another person, the person selling, offering for sale, giving, or furnishing the alternative nicotine product shall verify that the person is at least 18 years of age by: (1) examining from any person that appears to be under 27 years of age a government-issued photographic identification that establishes the person is at least 18 years of age or (2) for sales made though the Internet or other remote sales methods, performing an age verification through an independent, third-party age verification service that compares information available from public records to the personal information entered by the person during the ordering process that establishes the person is 18 years of age or older. Establishes penalties.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Sets forth the General Assembly's findings and declarations concerning sudden, unexpected death in epilepsy (SUDEP). Provides that the Department shall establish a SUDEP awareness program to educate medical examiners, examining physicians, and coroners in this State about SUDEP. Provides that all autopsies conducted in this State shall include an inquiry to determine whether the death was a direct result of a seizure or epilepsy. Provides that if a medical examiner's, examining physician's, or coroner's findings in an autopsy are consistent with the definition of known or suspected SUDEP, then the medical examiner, examining physician, or coroner shall take certain action.
Amends the Criminal Code of 2012. Provides for enhanced penalties for criminal damage to property and criminal defacement of property if the property damaged or defaced are individual graves, gravestones, or markers or property which memorializes or honors a person or group, including police officers, fire fighters, veterans, or historic figures.
Amends various Acts relating to the governance of public universities in Illinois. Provides that the governing board of each public university shall, with respect to each campus of the university that administers a priority registration system, grant the same priority in that system as graduate students receive to a service member or veteran who is a resident of this State for any academic term attended for 4 academic years, which he or she shall use within 15 years after leaving military service. Provides that a former service member who received a dishonorable discharge or a bad conduct discharge is not eligible for priority registration. Provides that the priority registration shall apply to registration for all degree and certificate programs offered by the university after the military or veteran status of the student has been verified by the university.
Amends the Higher Education Student Assistance Act in the provision concerning the Illinois National Guard and Naval Militia grant program. Provides that beginning with the 2013-2014 academic year, any person who has served over 10 years in the Illinois National Guard shall be awarded an additional grant to the State-controlled university or community college of his or her choice, consisting of an exemption from tuition and fees for not more than the equivalent of an additional 2 years of full-time enrollment, including summer terms. Effective immediately.
Amends the Code of Civil Procedure. Replaces the provisions of the Section concerning actions for damages for personal injury based on childhood sexual abuse with language providing that an action for damages based on childhood sexual abuse may be commenced at any time. Provides that the changes made by the amendatory Act apply to actions pending on the effective date of the Act and to actions commenced on or after that date.
Amends the Illinois Vehicle Code. Allows the Secretary of State to cancel the driver's license of a nonresident or former Illinois resident who has submitted satisfactory documentation to the Secretary of State to be released from the requirement of showing proof of financial responsibility. Limits the Secretary of State's authority to deny renewal upon notification that a driver has an unpaid fine in another state to only those states that are members of the Nonresident Violator Compact of 1977. Allows the Secretary of State to suspend the registration, plates, and registration sticker of a judgment debtor's motor vehicle if that vehicle was involved in the crash leading to the judgment as indicated by the authenticated crash report. Allows the Secretary of State to transfer the balance of a security posted with the Secretary to the State Treasury if, after releasing security to a judgment debtor or claimant, the balanced is $5 or less. Requires the Secretary to compile a list of all security amounts $5 or less annually and file this list with the State Treasurer.
