Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning the admissibility of hearsay evidence in a prosecution for elder abuse, neglect, or financial exploitation.
Amends the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that a petition for an order of protection may be filed by the State's Attorney on behalf of a person who has been abused by a family or household member. Provides that the court may, on its own motion, on behalf of a person who has been abused by a family or household member issue an order of protection. Lengthens duration of plenary order of protection in a criminal case to no longer than 10 years after sentence completion (rather than 2 years).
Amends the State Employees Group Insurance Act of 1971. Provides that, on and after the effective date of the amendatory Act, the State shall not pay or otherwise make contributions toward the costs of any health or life insurance benefits provided under the Act for retired elected officials under the General Assembly Retirement System. Provides that retired elected officials shall pay the entirety of the cost of coverage under the group life insurance program and the program of health benefits under the Act; provides that the cost of coverage shall be determined by the Director. Provides that nothing in the amendatory Act shall be construed to prevent any retired elected official from receiving health or life insurance benefits under the Act, where that retired elected official contributes the entirety of the cost of coverage. Provides that any retired elected official may waive or terminate coverage in the program of health benefits or group life insurance. Further provides that any retired elected official who has waived or terminated coverage may enroll or re-enroll in the program of health benefits or group life insurance only during the annual benefit choice period, as determined by the Director; except that in the event of termination of coverage due to nonpayment of premiums, the retired elected official may not re-enroll in the program. Makes corresponding changes throughout the Act. Defines "retired elected official". Effective immediately.
Creates the Formaldehyde Banned in Children's Products Act. Provides that no manufacturer, wholesaler, or retailer may sell or offer for sale in this State a children's product that intentionally contains (1) formaldehyde, including formaldehyde contained in a solution, or (2) ingredients that chemically degrade under normal conditions of temperature and pressure to release formaldehyde. Provides that a manufacturer shall not replace a chemical whose use is prohibited by the Act with a chemical known to the manufacturer to have been identified on the basis of credible scientific evidence by a state, federal, or international agency as being known or suspected with a high degree of probability to cause certain harm.

Creates the Illinois Enterprise Commission Act. Provides for each legislative leader to appoint 3 public members to the Commission. Authorizes employment of an executive director and staff. Requires the Commission and its staff to scrutinize the existing Illinois laws and administrative rules to see which rules are serving as a net drag on Illinois job creation and economic productivity. Requires the Commission to annually adopt, by two-thirds majority vote, and submit to the Governor, the General Assembly, and the executive director of the Joint Committee on Administrative Rules (JCAR), an omnibus list of all of the administrative rules within the Illinois Administrative Code that the Commission believes can be repealed, abolished, or amended to maximize the wealth and productivity of Illinois. Allows for public comment. Requires the Commission to recommend replacement rules. Allows JCAR, by a single, up-or-down record vote, to accept a report by a three-fifths majority, which has the effect of prohibiting the rules on the list. Sets forth a procedure for adoption of recommended or other rules as emergency rules. Requires the Commission to annually adopt, by two-thirds majority vote, and submit to the Governor, the General Assembly, and the executive director of the Legislative Reference Bureau (LRB), an omnibus list of all of the laws, and sections of laws, within the Illinois Compiled Statutes that the Commission believes can be repealed, abolished, or amended to maximize the wealth and productivity of Illinois. Allows for public comment. Requires the Commission, in cooperation with LRB, to oversee the drafting of an omnibus revisory bill reflecting the Commission's recommendations. Repeals the Act on January 1, 2019.
Amends the Permanent Noise Monitoring Act. Provides that the Division of Aeronautics of the Illinois Department of Transportation shall provide residents of Illinois a method of submitting noise complaints concerning airports in the State to the Division of Aeronautics. Requires the Division of Aeronautics to develop and maintain a database of these noise complaints and submit a report on the contents of this database to the Governor and the General Assembly on December 31 of each year.
Amends the Illinois Income Tax Act. Reduces the rate of tax to 3% for individuals, trusts, and estates and 4.8% for corporations. Makes corresponding changes concerning the distribution of tax proceeds. Removes a limitation providing that no net loss carryover deduction may exceed $100,000 for any taxable year ending on or after December 31, 2012 and prior to December 31, 2014. Effective immediately.
Amends the Criminal Code of 2012. Provides that a person convicted of domestic battery shall serve a mandatory minimum term of imprisonment of 30 days. Provides that in addition to any sentencing alternatives, for any second or subsequent conviction of domestic battery, the offender shall be mandatorily sentenced to a minimum of 30 days imprisonment (rather than a minimum of 72 consecutive hours of imprisonment). Provides that in addition to any other sentencing alternatives, a defendant who commits, in the presence of a child, a felony domestic battery (enhanced under the domestic battery statute), aggravated domestic battery, aggravated battery, unlawful restraint, or aggravated unlawful restraint against a family or household member shall be required to serve a mandatory minimum sentence of imprisonment of 30 days and perform 300 hours of community service (rather than serve a mandatory minimum sentence of 10 days or perform 300 hours of community service, or both).
Amends the General Assembly Compensation Act. Provides that, beginning July 1, 2013, the base office allowance for House members is $62,460 and Senate members is $74,700. Provides that, beginning July 1, 2013, members of the General Assembly are prohibited from receiving and shall not receive any annual percentage increase in their office allowances based on a cost of living adjustment or a fixed amount. Effective immediately.
