Amends the Unified Code of Corrections. Provides that as a condition of parole and mandatory supervised release the subject, if convicted for an offense that would qualify the accused as a sex offender under the Sex Offender Registration Act on or after the effective date of the amendatory Act, shall wear an approved electronic monitoring device that has Global Positioning System (GPS) capability for the duration of the person's natural life.

Amends the Riverboat Gambling Act. Provides that notwithstanding any other provision of the Act, no gaming positions operated within the corporate limits of the City of Chicago may be physically located within 20 miles of the gaming positions operated by a licensee that is located in the City of Des Plaines. Provides that certain admissions taxes and fees imposed under the Act on a licensee that is located in the City of Des Plaines may not be distributed to any other municipality other than the City of Des Plaines. Provides that any revenue-sharing agreement that violates this prohibition shall be considered null and void. Effective immediately.
Makes appropriations to the Department of Transportation from the Motor Fuel Tax Fund for specified payments to local governments. Makes appropriations to the Illinois Gaming Board from the State Gaming Fund for distributions to local governments for admissions and wager tax, including prior year costs. Makes appropriations to the Department of the Lottery from the State Lottery Fund for payment of prizes to holders of winning lottery tickets or shares, including prizes related to Multi-State Lottery games, and payment of promotional or incentive prizes associated with the sale of lottery tickets. Makes appropriations from the Wireless Service Emergency Fund and the Statewide 9-1-1 Fund to the Department of State Police for the Statewide 911 Administrator Program and for costs pursuant to the Emergency Telephone System Act, respectively. Makes appropriations from the Wireless Service Emergency Fund to the Illinois Commerce Commission for specified emergency telecommunications purposes. Effective immediately.
Amends the Permanent Noise Monitoring Act. Deletes the definition of "Ldn". Defines "Annual community noise equivalent level" or " annual CNEL", "daily community noise equivalent level" or "CNEL", "noise exposure level", and "noise level". Requires permanent noise monitoring reports to include noise contour maps showing the 65 CNEL, 70 CNEL, and 75 CNEL zones (instead of "65 Ldn, 70 Ldn and 75 Ldn zones") around the airport. Makes corresponding changes.
Amends the Illinois Vehicle Code. Provides that "retired member", for the purpose of issuing General Assembly retired member plates, means an individual who has never been convicted of a felony in any state or federal court.
Amends the Day and Temporary Labor Services Act. In the Section containing legislative findings, adds a finding that temporary laborers are vulnerable to discriminatory practices. Defines "day or temporary labor applicant". In a Section concerning recordkeeping, provides that the day and temporary labor service agency shall keep a record of the race, ethnicity, and gender of each day or temporary laborer or day or temporary labor applicant, as provided by the person who requests employment with or is contracted by the day and temporary labor service agency (instead of "the race and gender of each day or temporary laborer sent by the day and temporary labor service agency"). Provides that the day and temporary labor service agency shall provide each day or temporary labor applicant with and retain a copy of a written notice signed by an employee of the day and temporary labor agency and specifying the date, time, and location the applicant requested employment. Provides that at the time of annual registration, the day and temporary labor service agency shall submit to the Department of Labor, on a form created by the Department, a report containing the information required by the new provisions, grouped by branch office, in the aggregate for all day or temporary laborers assigned within this State in the prior year. Provides that in the case of a health and safety or notice violation, a private right of action exists for compensatory damages and an amount between $50 and $500 for each violation (instead of "up to $500 for the violation"). Makes corresponding changes.
Amends the Mobile Home Landlord and Tenant Rights Act. Provides that a lease may not contain provisions: (1) granting the right of first refusal to the park owner to purchase a tenant's home; or (2) requiring the tenant to pay replacement costs of meters or other replacement costs of utilities provided by the park owner. Provides that if heat tapes are used to prevent the freezing of water pipes, the tenant is only responsible for the water pipes attached to the home. In a Section concerning park owner remedies, provides that a fine imposed for a violation shall be considered separate from rent, and a park owner shall not cease acceptance of the rent payment if a violation fine has been issued.
Amends the Firearm Owners Identification Card Act. Provides that an immediate family member of a person or a law enforcement officer may file a petition requesting that the court issue either a plenary or ex parte gun violence restraining order enjoining the subject of the petition from having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm or firearm ammunition. Provides that a court may issue a gun violence restraining order if the petition, supported by an affidavit made in writing and signed by the petitioner under oath, or an oral statement, and any additional information provided to the court that shows that there is a substantial likelihood that both of the following are true: (1) the subject of the petition poses a clear and present danger of personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm; and (2) a gun violence restraining order is necessary to prevent personal injury to the subject of the petition or another because less restrictive alternatives either have been tried and found to be ineffective, or are inadequate or inappropriate for the circumstances of the subject of the petition.
Amends the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that a petition for an order of protection may be filed by the State's Attorney on behalf of a person who has been abused by a family or household member. Provides that the court may, on its own motion, on behalf of a person who has been abused by a family or household member issue an order of protection. Lengthens duration of plenary order of protection in a criminal case to no longer than 10 years after sentence completion (rather than 2 years).
Proposes to amend the Education Article of the Illinois Constitution. Provides that the amount appropriated to the State Board of Education to provide funding to school districts may not be reduced in a given fiscal year from the previous fiscal year without the concurrence of three-fifths of the members elected to each house of the General Assembly. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
