Amends the Riverboat Gambling Act. Provides that a supplier shall permanently affix its name or a distinctive logo or other mark or design element identifying the manufacturer or supplier (was, its name) to all its equipment, devices, and supplies for gambling operations. Provides an exception for gaming chips without a value impressed, engraved, or imprinted on it. Allows the Board to waive the requirement for any specific product or products if it determines that the requirement is not necessary to protect the integrity of the game. Provides that items purchased from a licensed supplier may continue to be used even though the supplier subsequently changes its name, distinctive logo, or other mark or design element; undergoes a change in ownership; or ceases to be licensed as a supplier for any reason. Amends the Property Tax Code. Beginning in taxable year 2013, increases the maximum income limitation under the Senior Citizens Assessment Freeze Homestead Exemption from $55,000 to $75,000 for applicants who have occupied the residence for 5 years or more. Indexes the maximum income limitation to the Consumer Price Index. Effective immediately.
Amends the Downstate Teacher Article of the Illinois Pension Code. Provides that optional service credit shall not be granted after the effective date of this amendatory Act. Effective immediately.
Amends the Illinois Pension Code. With respect to the 5 State-funded retirement systems: Provides a new funding formula for State contributions, with a 100% funding goal and amortization calculated on a level dollar amount. Provides that no additional service credit may be accrued and no automatic increase in a retirement annuity shall be received. Provides that the pensionable salary of an active participant may not exceed that individual's pensionable salary as of the effective date. Provides that State-funded retirement systems shall establish self-directed retirement plans for all active participants and all employees hired on or after the effective date. Provides that all active participants shall have the option of participating in a self-directed retirement plan. Provides that these changes are controlling over any other law. Effective immediately.
Amends the Election Code. Prohibits campaign contributions to the Cook County Assessor, a Cook County Board of Review Commissioner, or a declared candidate for either of those offices from a property owner with a tax assessment appeal currently or previously before the Assessor or the Board or from a person or entity representing the property owner in the appeal. Makes the prohibition effective from the initiation of the appeal through the longer of (i) 2 years after the assessment year in which the appeal was disposed of or (ii) the conclusion of the term of office of the Assessor or Commissioner during which the appeal was disposed of. Requires the Assessor and the Board to report to the State Board of Elections the names of property owners with pending appeals and their representatives. Requires payment to the State Board of Elections of contributions received in violation of the prohibition. Effective immediately.
Amends the Ambulatory Surgical Treatment Center Act. Provides that notwithstanding any other statute, rule, or regulation to the contrary, beginning on January 1, 2016, an ambulatory surgical treatment center where abortions are performed, and any other facility where 50 or more abortions are performed in any calendar year, must comply with all of the statutes, rules, and regulations applicable to ambulatory surgical treatment centers generally. Provides that if any such ambulatory surgical treatment center commences any construction or major alteration on or after the effective date of the amendatory Act but before January 1, 2016, then the requirements prescribed by the amendatory Act shall apply.
Amends the Illinois Abortion Law of 1975. Adds various definitions to the Act. Provides that an abortion shall not be performed or induced without the voluntary and informed consent of the patient upon whom the abortion is to be performed or induced. Establishes what circumstances are considered informed consent. Provides that if the medical facility has the necessary equipment, consent to an abortion is voluntary and informed only if at least 24 hours before the abortion, the physician who is to perform the abortion on the pregnant woman, the referring physician, or a qualified person assisting the physician has offered the woman, orally and in person, the opportunity to: (1) view the active ultrasound image of the unborn child and hear the heartbeat of the unborn child if the heartbeat is audible; and (2) receive a physical picture of the ultrasound image of the unborn child. Provides that the Department of Public Health shall cause to be published printed materials and an informational DVD in English and Spanish within 30 days after the effective date of the amendatory Act. Provides that the materials shall include a comprehensive list of the agencies, a description of the services they offer, and the telephone numbers and addresses of the agencies, and shall inform the woman about available medical assistance benefits for prenatal care, childbirth, and neonatal care. Provides that a pregnant woman upon whom an abortion has been performed in violation of the Act, or the parent or legal guardian of that woman if she is an unemancipated minor, may commence a civil action against the abortion provider for any willful violation of the Act for actual and punitive damages.
Creates the Employment Noncompete Agreement Act. Finds that employers have vested, protectable interests in their customers, clients, and identified prospects that are legitimately protectable through the use of noncompete agreements. Establishes criteria for a valid noncompete agreement between an employer and an employee. Provides that a noncompete agreement may prohibit any solicitation of an employer's existing customers, clients, identified prospective customers, and other employees during the post-employment restriction period. Provides that the restriction period must have a reasonable relationship to an employee's position and salary at the time of termination and may not exceed specified maximum periods based upon annualized compensation. Provides that no specific or additional consideration is required to be paid by an employer to an employee to enforce a noncompete agreement. Establishes remedies.

Provides that no additional service credit may be accrued and no automatic increase in a retirement annuity shall be received. Provides that the pensionable salary of an active participant may not exceed that individual's pensionable salary as of the effective date. Provides that State-funded retirement systems shall establish self-directed retirement plans for all active participants and all employees hired on or after the effective date. Provides that all active participants shall have the option of participating in a self-directed retirement plan. Provides that these changes are controlling over any other law. In the Sections that were amended by Public Act 98-599, deletes the changes made by Public Act 98-599.
Amends the School Code. If any payments from this State to a school district are delayed for at least one payment cycle, then allows the school board to discontinue, by publicly adopted resolution, any instructional mandate in the Courses of Study Article of the School Code during that time (with exceptions). Provides that if a student requests information on any instructional mandate that has been discontinued, then the school district shall provide the student with the requested information. Effective immediately.
