Creates the Workplace Extreme Temperature Safety Act. Provides that the Director of Labor shall adopt rules to establish excessive heat and excessive cold standards. Sets forth temporary excessive heat and excessive cold standards. Provides that, on or before January 1, 2026, the Director shall establish by rule an occupational temperature-related illness and injury prevention plan. Sets forth provisions concerning retaliation; violations; penalties; and enforcement of the Act.

Creates the Health Care Availability and Access Board Act. Establishes the Health Care Availability and Access Board to protect State residents, State and local governments, commercial health plans, health care providers, pharmacies licensed in the State, and other stakeholders within the health care system from the high costs of prescription drug products. Contains provisions concerning Board membership and terms; staff for the Board; Board meetings; circumstances under which Board members must recuse themselves; and other matters. Provides that the Board shall perform the following actions in open session: (i) deliberations on whether to subject a prescription drug product to a cost review; and (ii) any vote on whether to impose an upper payment limit on purchases, payments, and payor reimbursements of prescription drug products in the State. Permits the Board to adopt rules to implement the Act and to enter into a contract with a qualified, independent third party for any service necessary to carry out the powers and duties of the Board. Creates the Health Care Availability and Access Stakeholder Council to provide stakeholder input to assist the Board in making decisions as required by the Act. Contains provisions concerning Council membership, member terms, and other matters. Provides that the Board shall adopt the federal Medicare Maximum Fair Price as the upper payment limit for a prescription drug product intended for use by individuals in the State. Prohibits the Board from creating an upper payment limit that is different from the Medicare Maximum Fair Price for the prescription drug product that has a Medicare Maximum Fair Price. Requires the Board to implement an upper payment limit that is the same as the Medicare Maximum Fair Price no sooner than the Medicare implementation date. Provides that Medicare Part C and D plans are not required to reimburse at the upper payment limit. Provides that the Attorney General may enforce the Act and may pursue any available remedy under State law when enforcing the Act. Effective 180 days after becoming law.
Amends the Bill of Rights for the Homeless Act. Prohibits the State or a unit of local government from creating or enforcing policies or ordinances imposing fines or criminal penalties against people experiencing unsheltered homelessness for occupying or engaging in life-sustaining activities on public property. Provides exceptions to maintain access to property or address risks to public health and safety. Creates a necessity defense for charges alleging violation of laws criminalizing life-sustaining activities while the individual was experiencing unsheltered homelessness. Defines terms. Limits the exercise of concurrent home rule powers.
Amends the Grocery Initiative Act. Provides that Grocery Initiative Grants may be used to provide access to equipment that is needed to accept payment from the Women, Infant, Children's program (WIC). Makes changes to the definition of "grocery store" to include certain meat retailers, fruit and vegetable retailers, and fish and seafood retailers. Effective July 1, 2025.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that sovereign immunity from civil suit in federal court is waived consistent with specified provisions of Title 23 of the United States Code and limited to the compliance, discharge, or enforcement of a responsibility assumed by the Department of Transportation under the Law. Provides that the provision applies only to actions that are authorized under the law and does not create liability that exceeds the liability created under specified provisions of Title 23 of the United States Code.
Amends the Toll Highway Act. Provides that the Illinois State Toll Highway Authority has the power to establish a special pay supplement for those positions of employment that require that a person employed in that position speak or write a language other than English. Provides that such paid positions may be eligible for a bilingual pay supplement to attract bilingual individuals, to encourage present employees to become proficient in languages other than English, or to retain qualified bilingual employees. Provides that a bilingual pay supplement shall be processed within 30 calendar days after the employee presents to the Authority a certification from either the designated testing program process selected by the Authority or a State community college confirming that language skill proficiency in reading, writing, and speaking has been satisfied by the employee.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to establish the Abortion Access Fund Grant Program to award grants from the Abortion Access Fund to support access to abortion care services throughout the State. Provides that grants awarded under the Program shall only be used to fund abortion services for which the use of federal funds is prohibited for patients who are uninsured or underinsured with respect to those services. Allows the Department to establish rules necessary to implement the Abortion Access Fund Grant Program, including eligibility criteria, grant limits, application standards, requirements for the distribution and obligation of grant funds, accounting for the use of the funds, and standards for monitoring compliance with the requirements of the Program. Amends the State Finance Act to create the Abortion Access Fund as a special fund in the State treasury. Amends the Illinois Health Benefits Exchange Law. Requires specified health insurance issuers that have offered one or more qualified health plans through the Illinois Health Benefits Exchange to report to the Department of Insurance an accounting of receipts, disbursements, transfers of funds between accounts, total dollar claims paid, accrued interest, and the year-end balance for each reporting year for the separate allocation accounts that the issuer has established under specified provisions of federal law for abortion services for which federal funding is prohibited. Establishes further reporting requirements for health insurance issuers. Provides that, if the amount of premiums collected during the plan year for abortion services for which federal funding is prohibited exceeds total claims paid for such services rendered during the plan year, the Director of Insurance shall order the health insurance issuer to transfer funds, and the issuer shall complete the transfer, to the Abortion Access Fund. Makes other changes. Effective immediately.
Amends the Public Utilities Act. Provides that "plug-in solar energy system" means a moveable photovoltaic generation device that (i) may or may not include an energy storage system; (ii) exports no more than 1,200 watts to an outlet; (iii) is designed to be connected to a building's electrical system through a standard outlet; (iv) is intended primarily to offset part of an eligible customer's electricity consumption; and (v) is certified by Underwriters Laboratories or an equivalent nationally recognized testing laboratory. Provides that an electricity provider shall not require an eligible customer who uses, or intends to install and use, a plug-in solar energy system to do certain actions. Provides that a plug-in solar energy system is exempt from interconnection requirements under provisions concerning net electricity metering and any rules adopted pursuant to those provisions. Provides that a plug-in solar energy system is not eligible for net electricity metering or any distributed generation rebate. Provides that an electricity provider is not liable for any damage or injury caused by an eligible customer's plug-in solar energy system. Provides that a plug-in solar energy system that has a maximum power output to a receptacle outlet of 391 watts or less is exempt from any product listing standard that would require alterations to a building's premises, wiring, or electrical panels. Provides that landlords, homeowners' associations, common interest community associations, and condominium unit owners' associations shall not adopt, enforce, or attempt to enforce any restriction, covenant, bylaw, regulation, lease stipulation, or other rule that directly or indirectly restricts, prohibits, or imposes unreasonable conditions on the installation, use, or operation of a plug-in solar energy system. Amends the Counties Code, the Illinois Municipal Code, and the Homeowners' Energy Policy Statement Act. Provides that "solar energy system" includes a plug-in solar energy system. Makes other changes.
Amends the Illinois Marriage and Dissolution of Marriage Act. Requires each county clerk to establish a process within 6 months or sooner after the effective date of the amendatory Act that allows a party or parties to participate in a video conferencing application in which a party may be seen and heard by the county clerk in real time if a party cannot travel or has difficulty traveling because of a disability, physical impairment, or health condition that impedes the mobility of a party to appear in person. Provides for such a party, at the sole discretion of the county clerk, the county clerk or designee may go to a party's location to complete the application. Requires that a request to the county clerk to complete the application in-person at a party's location must be supported by a written note or certification from a medical professional or licensed physician, physician assistant, nurse practitioner, LPN, CNA, or hospice professional stating the accommodation is necessary to prevent a hardship as provided in the Act.
Amends the Medical Practice Act of 1987. In provisions concerning legend drugs, provides that, at the request of a person dispensing a drug or medicine, the label affixed to a box, bottle, vessel, or package containing mifepristone, misoprostol, or any generic alternative may include the name of the dispensing health care practice instead of the name of the person dispensing the drug or medicine. Amends the Pharmacy Practice Act. In provisions concerning the label of a drug, medicine, or poison that is lawfully sold or dispensed, provides that, at a prescriber's request, the label affixed to a box, bottle, vessel, or package containing mifepristone, misoprostol, or any generic alternative may include the name of the prescribing health care practice instead of the name of the prescriber.
