CRIM CD-INDECENT SOLICIT CHILD

Amends the Criminal Code of 1961. Provides that a person who commits the offense of indecent solicitation of a child by the knowing use of a computer on-line service, Internet service, local bulletin board service, or any other device capable of electronic data storage or transmission and misrepresents his or her age to the child or one whom he or she believes to be a child is guilty of a felony offense that is one class higher than the penalty for the same conduct committed without using a computer on-line service, Internet service, local bulletin board service, or any other device capable of electronic data storage or transmission.

BUDGET-DECLARE BALANCED

Amends the State Budget Law of the Civil Administrative Code of Illinois. With respect to fiscal year appropriations, requires the General Assembly to take into account (i) whether the previous fiscal year's revenues were sufficient to pay for all obligations incurred during that fiscal year or whether those obligations were shifted to future years and (ii) whether revenues for the budgeted fiscal year can be reasonably projected to meet appropriations for the budgeted fiscal year. For each budgeted fiscal year, requires the General Assembly, by the same joint resolution adopted by record vote, to declare that the budget is balanced. Makes revisory changes.

CAMPAIGN CONTRIBUTION REPORTS

Amends the Election Code. In a provision requiring a political committee to file an electronic report with the State Board of Elections if it receives a contribution of $1,000 or more, provides that the report must be filed within 2 business days if the contribution is received 90 (instead of 30) or fewer days before the date of an election. Effective immediately.

CIRCUIT BREAKER-INCOME LIMIT

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that, for grant years 2013 and thereafter, "income" means federal taxable income (now, "income" means federal adjusted gross income modified by adding thereto income received from any of a list of sources).

INC TX-LGDF IF RATE REDUCED

Amends the Illinois Income Tax Act. Provides that the State Treasurer shall transfer each month from the General Revenue Fund to the Local Government Distributive Fund an amount equal to 1/10 of the net revenue realized under Act during the preceding month. Removes language pertaining to the amount of transfers from the General Revenue Fund to the Local Government Distributive Fund beginning February 1, 2015. Effective immediately.

PROP TX-HOMESTEAD EXEMPTION

Amends the Property Tax Code. Increases the general homestead exemption to $7,500 beginning in taxable year 2011 (now, the general homestead exemption is $6,000 for taxable years 2009 and thereafter). Effective immediately.

PROP TX-SENIOR HOMESTEAD

Amends the Property Tax Code. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted a homestead exemption under this Section, the person qualifying need not reapply for the exemption. Effective immediately.

COOK COUNTY REASSESSMENTS

Amends the Property Tax Code. Requires that, in counties with 3,000,000 or more inhabitants, on or before October 1, 2011, the county assessor shall reassess all property in the county for which 2011 is not the general assessment year. Provides that the reassessments may not be done through the application of one or more factors, mathematical or otherwise. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
