Amends the Illinois Municipal Code. Sets forth procedures for newspaper publication of a notice of hearing before a municipal commission or committee on a proposal for a zoning special use permit. Provides that the notice shall contain a description of the location of the proposed special use and the nature of the special use. Effective immediately.
Amends the Humane Care for Animals Act. Provides that the "adequate shelter and protection from the weather" that an owner is required to provide means an enclosed, roofed structure that acts as a windbreak and will allow the animal to retain its body heat.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that, for grant years 2006 and thereafter, "income" means federal taxable income (now, "income" means federal adjusted gross income modified by adding thereto income received from any of a list of sources).
Amends the Code of Civil Procedure. Provides that a certified copy of a federal judgment order entered in this State may be filed in any circuit court and shall be afforded recognition as if it were a judgment entered in any other circuit court of this State.
Amends the Illinois Banking Act. Requires a bank to disclose certain financial records under a lawful citation to discover assets.
Creates the First Responder Building Mapping System Act. Provides for the Illinois Emergency Management Agency to create and operate a statewide first responder building mapping information system. Provides that all State, unit of local government, and school district owned buildings that are occupied by its employees must be mapped when funding is provided by the Illinois Emergency Management Agency or from other sources for that purpose. Creates a First Responder Mapping Task Force, within IEMA, to advise IEMA in the establishment of the first responder building mapping information system. Sets forth the purposes of the task force. Provides immunity for units of local government and their employees for civil liability arising out of the creation and use of the first responder building mapping system. Amends the Freedom of Information Act to exempt mapping records from disclosure. Makes other changes. Effective immediately.
Amends the Illinois Income Tax Act. Allows an income tax credit for each individual taxpayer who is a teacher teaching in a school in Illinois. Provides that the amount of the credit is equal to the eligible classroom expenses made by the taxpayer during the taxable year, but the credit may not exceed $500. Defines "eligible classroom expenses" as the aggregate amount of nonreimbursed classroom expenses made by the taxpayer during the taxable year less $250. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.
Amends the Election Code. Provides that the 100-foot campaign free zone around a polling place is measured from each entrance to the building containing the polling room (now, measured from each entrance to the polling room).
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning speed restrictions.
Amends the Executive Reorganization Implementation Act. Makes a technical change in a Section concerning the short title.
