Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2009 through 2011. Effective immediately.

Amends the Illinois Income Tax Act. Allows an income tax credit for each individual taxpayer who is a teacher teaching in a school in Illinois. Provides that the amount of the credit is equal to the eligible classroom expenses made by the taxpayer during the taxable year, but the credit may not exceed $500. Defines "eligible classroom expenses" as the aggregate amount of nonreimbursed classroom expenses made by the taxpayer during the taxable year less $250. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that, for grant years 2008 and thereafter, "income" means federal taxable income (now, "income" means federal adjusted gross income modified by adding thereto income received from any of a list of sources).
Amends the Election Code. Provides that the 100-foot campaign free zone around a polling place is measured from each entrance to the building containing the polling room (now, measured from each entrance to the polling room).
Amends the Furniture Fire Safety Act. Provides that public occupancies and public assembly areas must comply with the flammability testing and labeling procedures for seating furniture for use in public occupancies as published in Technical Bulletin 133, as amended, State of California Bureau of Home Furnishings and Thermal Insulation. Provides that, effective July 1, 2008, all seating furniture, except as otherwise listed, sold in this State must comply with test requirements as set forth in the State of California, Bureau of Home Furnishings and Thermal Insulation Technical Bulletin Numbers 116 and 117, as amended.
Amends the Elevator Safety and Regulation Act. Provides that those members of the Elevator Safety Review Board who serve as representatives of municipalities shall be employed by the municipalities that they represent (instead of just being a representative of such municipality). Changes the membership of the Board from 14 members to 15 members by adding one member who is a representative employed as a code official by a municipality or county in the State.
Amends the Illinois Finance Authority Act. Requires the Authority and the State Fire Marshal to jointly administer a program of zero-interest loans to fire departments and fire protection districts for the construction, rehabilitation, remodeling, and expansion of fire stations and the acquisition of land for the construction and expansion of fire stations. Amends the State Finance Act. Creates the Fire Station Revolving Loan Fund as a special fund in the State treasury for purposes of the loan program. Effective July 1, 2008.
Amends the Mercury-added Product Prohibition Act. Provides that no person shall distribute or sell any cosmetics, toiletries, or fragrances containing mercury. Provides that any person who knowingly sells or distributes mercury-containing cosmetics, toiletries, or fragrances in this State commits a petty offense and shall be fined up to $500. Provides that a manufacturer that distributes cosmetics, toiletries, or fragrances containing mercury to persons in this State must disclose the level of mercury in its cosmetics, toiletries, or fragrances. A manufacturer who fails to disclose the level of mercury in its cosmetics, toiletries, or fragrances commits a business offense and shall be fined $10,000. Effective January 1, 2009.
Amends the Shaken Baby Prevention Act. Makes a technical change in a Section concerning the short title.
Congratulates Donald R. Gould, Jr. on 20 years of service as the fire chief of Prospect Heights.
