DISSOLVE-HLTH FACIL REVIEW BD

Amends the Illinois Health Facilities Planning Act. Provides that beginning on the effective date of the amendatory Act the Health Facilities and Services Review Board is hereby dissolved and the terms of its members shall cease. Amends various Acts to make corresponding changes. Effective on July 1, 2012.

INC TX-DEDUCT ALT FUEL EQUIP

Amends the Illinois Income Tax Act. Creates a deduction in an amount equal to 20% of the purchase price of alternative fuel equipment purchased by the taxpayer during the taxable year. Effective immediately.

SCH CD-TREASURER-ACCOUNTS

Amends the School Code. Requires the township treasurer to establish and maintain any internal controls on accounts that are requested by the school board. Prohibits the township treasurer from receiving additional compensation for establishing and maintaining the internal controls requested by the school board. Effective immediately.

MONEY DISPOSITION-PROTEST FUND

Amends the State Officers and Employees Money Disposition Act. Provides that any interest earnings that are attributable to moneys in the protest fund must be deposited into the protest fund. Provides that, for moneys paid to the State under protest on and after July 1, 2013, any authorized payment from the protest fund shall bear prorated interest based upon the average monthly investable balance from the date of deposit through the date of disbursement from the protest fund. Provides that, on and after July 1, 2013, when the party paying under protest fails in the protest action, any interest earned and retained within the protest fund shall be transferred into the General Revenue Fund.

SCH CD-GA SCHOLARSHIPS

Amends the School Code. Makes changes in provisions concerning General Assembly scholarships. Changes references from "scholarship" to "tuition grant". Allows each member of the General Assembly to nominate annually one person (instead of 2 persons) from his or her district to receive a tuition grant for a State university. Provides that General Assembly tuition grants are subject to appropriation (now, General Assembly scholarships exempt the holder from the payment of tuition and fees). Provides that each fiscal year, grant funds may be awarded to recipients only if this State is no more than 60 days late in payments it owes to State universities and those total payments do not exceed $50 million, as certified by the Auditor General. Provides that tuition grant funds shall be paid to State universities on behalf of the recipients. Effective immediately.

PEN CD-STATE SYSTEMS-COLAS

Amends the Illinois Pension Code. Decreases the amount of the annual increases in benefits to which current and future annuitants, participants, and survivors of the State-funded pension and retirement systems are entitled. Effective immediately.

PENSION CD-EARNINGS-EXCLUSIONS

Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that lump sum payments for retirement, severance, or sick or vacation time may not be used to calculate the final rate of earnings. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

PROP TX-SOCIAL SECURITY INCOME

Amends the Property Tax Code. Provides that, if a taxpayer must have an income that is at or below a certain amount in order to qualify for an exemption, then, for the purposes of that exemption, the term "income" does not include Social Security benefits unless expressly stated otherwise. Effective immediately.

72-HOUR BUDGET REVIEW ACT

Creates the 72-Hour Budget Review Act. Sets forth time requirements for which certain appropriation or revenue legislation must be made publicly available before passage. Provides that the time requirements may be waived by an affirmative two-thirds vote of the full committee or chamber considering the legislation. Effective immediately.

INCOME W/HOLDG-GAMING WINNINGS

Amends the Illinois Horse Racing Act of 1975, the Riverboat Gambling Act, and the Income Withholding for Support Act. Provides that an organization licensee under the Illinois Horse Racing Act of 1975 shall withhold moneys from winning wagers and winnings from wagers placed upon races conducted by that organization licensee as provided in the Income Withholding for Support Act; imposes a similar duty on a licensed owner under the Riverboat Gambling Act with respect to winnings on games. Provides that if a licensed owner fails to withhold, from winnings otherwise payable to an individual, an amount representing delinquent child support as required under the Income Withholding for Support Act, the owner's license is not renewable upon its expiration, but the owner must instead apply for a new license. Provides that the Department of Healthcare and Family Services shall provide to each organization licensee under the Illinois Horse Racing Act of 1975 and each licensed owner under the Riverboat Gambling Act information concerning all individuals who are identified in the State Case Registry of child support orders and who have been determined to be delinquent in child support. Provides for: the obligations of an organization licensee or licensed owner; notice to the obligor; priority of claims; administrative appeals; enforcement; and immunity.
