Creates the Uniform State Tax Lien Registration Act. Provides that the Secretary of State shall establish and maintain a public database known as the Uniform State Tax Lien Registry. Provides that, if any person neglects or refuses to pay any final tax liability, the Department of Revenue may file in the registry a notice of tax lien within 3 years from the date of the final tax liability. Provides that the tax lien is perfected upon inclusion in the registry and shall be attached to all of the existing and after-acquired property of the debtor. Provides that the Secretary of State may impose filing fees and fees to release the lien. Provides that the Secretary of State may sell at bulk the information appearing on the tax lien registry; however, that information may not be used by any party for survey, marketing, or solicitation purposes. Amends the Illinois Income Tax Act, the Retailers' Occupation Tax Act, the Cannabis and Controlled Substances Tax Act, and the Title Insurance Act to make conforming changes. Amends the Illinois Wage Payment and Collection Act. Authorizes the Commuter Rail Division of the Regional Transportation Authority and the Northeast Illinois Regional Commuter Railroad Corporation to deduct from wages of employees amounts to pay a debt owed by the employee to the deducting entity.
Amends the Illinois Vehicle Code. Requires that fees collected by the Department of State Police from furnishing copies of traffic accident reports shall be remitted by the Department of State Police for deposit into the LEADS Maintenance Fund.
Amends the Illinois Income Tax Act. Creates an income tax checkoff to allow taxpayers to make contributions to Special Olympics Illinois and Special Children's Charities. Effective immediately.
Creates the Right to Try Act. Provides that an eligible patient with a terminal illness who has considered all other treatment options approved by the United States Food and Drug Administration may acquire from a manufacturer an investigational drug, biological product, or device that has successfully completed Phase I of a clinical trial, but has not been approved for general use by the United States Food and Drug Administration. Provides that a manufacturer may, but is not required to, provide an investigational drug, biological product, or device to an eligible patient, either with or without receiving compensation. Provides that an accident and health insurer may, but is not required to, provide coverage for an eligible patient seeking such a drug, product, or device. Contains a penalty provision. Defines required terms. Contains legislative findings. Amends the Medical Practice Act of 1987. Provides that the Department of Financial and Professional Regulation may not revoke, suspend, place on probation, reprimand, refuse to issue or renew, or take any other disciplinary or non-disciplinary action against the license or permit of a physician to practice medicine based solely on the physician's recommendation to an eligible patient regarding, or prescription for, or treatment with an investigational drug, biological product, or device.
Amends the Firearm Owners Identification Card Act. Lowers the age in which a person may apply for a Firearm Owner's Identification Card without parental or legal guardian consent from 21 years of age to 18 years of age if the applicant is a servicemember or veteran. Provides that an applicant who is 18 (rather than 21) years of age or older who is a servicemember or veteran seeking a religious exemption to the photograph requirement must furnish with the application an approved copy of United States Department of the Treasury Internal Revenue Service Form 4029. Effective immediately.
Amends the Probate Act of 1975. In a provision concerning the length of a temporary guardianship, provides that an extension of the guardianship may be granted, if specified conditions are met, for no longer than 90 (instead of 120) days from the date the temporary guardian was originally appointed. Provides that only one extension shall be allowed from the date the temporary guardian was originally appointed.
Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that the exclusion amount shall be calculated according to provisions of the Internal Revenue Code. Effective immediately.
Amends the Pharmacy Practice Act. Provides that a pharmacist may substitute a prescription biosimilar product for a prescribed biological product under certain circumstances. Provides that the Board shall adopt rules for compliance with these provisions. Effective immediately.
Amends the State Prompt Payment Act. Provides that, for bills paid on or after the effective date, the interest penalty shall be 0.75% per month (currently, 1% per month). Effective immediately.
