Amends the Trust and Trustees Act. Provides that the trustee shall furnish a current account showing the receipts, disbursements, and inventory to all reasonably ascertainable remainder beneficiaries who would take if all income interests immediately terminated and no powers of appointment were exercised. Effective January 1, 2004.

Amends the Illinois Trust and Trustees Act. Provides anti-lapse provisions for gifts to a deceased beneficiary of an inter vivos trust, unless the settlor expressly provides otherwise in his or her trust. Provides that the anti-lapse provisions do not apply to a future interest that is or becomes indefeasibly vested at the settlor's death or at any time thereafter before it takes effect in possession or enjoyment.
Amends the Telecommunications Article of the Public Utilities Act. Requires the Commerce Commission to investigate a telecommunications carrier that has an impaired financial condition. Requires telecommunications carriers that provide retail local exchange service to submit annual reports on the same basis as local incumbent exchange carriers. Effective immediately.
Amends the Clerks of Courts Act. Provides that the expense of establishing and maintaining a legal self-help center by the court may be borne by the county. Provides that the county board may require the clerk of the circuit court in the county to charge and collect a fee of not more than $3 to defray the expense of a legal self-help center. Effective immediately.
Amends the Illinois Vehicle Code and the State Finance Act. Provides for issuance of Lions of Illinois license plates, at an additional initial charge of $40 and an additional renewal charge of $27 with eligibility requirements to be determined by the Secretary of State. Provides that $25 of the initial and renewal charges shall go to the Lions of Illinois Fund. Provides that $15 of the additional initial charge and $2 of the renewal charge shall go to the Secretary of State Special License Plate Fund. Provides that the International Association of Lions Club emblem shall appear at the lower right corner of the plate. Provides that immediately to the left of the emblem shall appear the words: Lions of Illinois. Creates the Lions of Illinois Fund as a special fund in the State Treasury. Provides that all moneys in the Lions of Illinois Fund shall be paid, subject to appropriation by the General Assembly and approval by the Secretary of State, as grants to the Lions of Illinois Endowment Fund.
Amends the Use Tax Act. Makes technical changes in a Section concerning the short title. Amends the Service Use Tax Act. Makes technical changes in a Section concerning bonding. Amends the Service Occupation Tax Act. Makes a technical change in a Section concerning rules. Amends the Retailers' Occupation Tax Act. Makes technical changes in a Section concerning the short title.
Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not establish any formulary limits on, or restrict by any prior authorization requirement, any insulin prescription drug as prescribed and determined to be medically necessary for the treatment of diabetes. Effective July 1, 2004.
