FINANCE-FISCAL YEAR LIMITATION

Amends the State Finance Act. Provides that, beginning on June 30, 2014 (now, 2021), certain payments payable from appropriations that may have otherwise expired may be paid out of the expiring appropriation during the 4-month period ending on October 31. Provides for a $2,000,000,000 limitation on the aggregate amount of payments to be paid out of these expiring appropriations related to fiscal year 2013.

LOCAL GOVERNMENT-TECH

Amends the Counties Code. Makes a technical change in a Section concerning reporting of information in counties of greater than 300,000 but less than 2,000,000.

ROOF LIC-PHOTO ID-PERMIT APP

Amends the Illinois Roofing Industry Licensing Act. Provides that a building permit applicant must present a government-issued photo identification along with the building permit application and the official issuing the building permit shall maintain a copy of the photo identification in the building permit file. Effective immediately.

CRIM CD-CAUSTIC SUBSTANCES

Amends the Criminal Code of 1961. Exempts household products from the statute requiring a person seeking to purchase a substance which is regulated by Title 16 CFR Section 1500.129 of the Federal Caustic Poison Act and required to contain the words "causes severe burns" as the affirmative statement of principal hazard on its label, prior to taking possession to: (1) provide a valid driver's license or other government-issued identification showing the person's name, date of birth, and photograph; and (2) sign a log documenting the name and address of the person, date and time of the transaction, and the brand, product name and net weight of the item. Defines "household product". Effective immediately.
