Amends the Election Code. Requires that the notice of a question of public policy that will appear on an election ballot must include an explanation of the question and its purposes in plain language. Effective immediately.

Amends the Sex Offender Registration Act. Provides that the 10-year period for the registration of a sex offender shall commence when the sex offender both signs the notification form of the sex offender's duty to register and completes his or her initial registration with the law enforcement agency in which the sex offender is required to register. Effective immediately.
Proposes to amend the Legislature Article of the Illinois Constitution. Provides that a Representative District (for election of a member of the House of Representatives) need not be entirely within a single Senatorial District (for election of a member of the Senate, now referred to as a Legislative District). Provides that (i) the Senate redistricts Senatorial Districts by resolution adopted by a record vote of three-fifths of the members elected and (ii) the House of Representatives redistricts Representative Districts by resolution adopted by a record vote of three-fifths of the members elected (now, redistricting is by law). Eliminates the Legislative Redistricting Commission. Provides instead that if a Senatorial or Representative redistricting plan is not adopted by June 15 of the year following a federal decennial census year, then the State Board of Elections shall produce a redistricting plan using a computer program. Requires the State Board of Elections to designate its computer program by April 15. The computer program designated by the State Board of Elections must disregard specified data and must consider certain prioritized factors; the computer program shall otherwise produce districts in a random manner. Authorizes the House and Senate to designate different computer programs for their respective chambers; doing so requires adoption of a resolution by a three-fifths vote on or before June 15. Removes the requirement that actions concerning redistricting the House or Senate may be initiated only by the Attorney General. Increases the number of Representatives from 118 to 119. Proposes to amend the Constitutional Revision Article to make a change to conform nomenclature. Effective beginning with redistricting in 2011 and applies to members elected in 2012 and thereafter.

Proposes to amend the Legislature Article of the Illinois Constitution. Provides that a bill that contains one or more provisions that would result in the increase of revenue to the State may become law only if each of those provisions is explicitly limited in effect to no more than 5 years after the effective date of the bill. Provides that a sunset date on a provision that increases revenue to the State may be extended by the General Assembly by law for up to an additional 5 years in each of up to 3 separate bills and that if the General Assembly extends the sunset date 3 additional times, the sunset date may be removed. Effective on being declared adopted.
Amends the Counties Code. Allows a county board or board of county commissioners to regulate the placement, construction, and modification of the facilities of a telecommunications carrier as provided by the federal Telecommunications Act of 1996. Prohibits the county board or board of county commissioners from unreasonably discriminating among providers of functionally equivalent services. In designing a telecommunications facility, provides that a carrier shall, at a minimum, abide by (now, shall consider) certain guidelines. Provides that certain guidelines concerning the construction and siting of facilities apply only in counties that have not adopted an ordinance to exercise the powers of the Divisions of the Counties Code concerning zoning and building or set-back lines. Makes other changes. Authorizes a county board to require a telecommunications carrier to notify any owners of property located within a designated radius of a proposed facility lot. Authorizes a county board to require a telecommunications carrier to include certain evidence and information with a building permit application. Effective immediately.
Amends the Illinois Governmental Ethics Act. Makes a technical change in a Section defining "lobbyist".
Amends the Property Tax Extension Limitation Law in the Property Tax Code. In each of the definitions of "aggregate extension" excludes extensions made to fund the district's expenses to provide joint recreational programs for the handicapped under the Park District Code and the Illinois Municipal Code. Effective immediately.
Creates the Community Senior Services and Resources Act and amends the State Finance Act. Provides for grants to be awarded by the Department on Aging to local community senior services and resource centers. Provides for a Community Senior Services and Resource Center Advisory Committee, with 12 voting members appointed by the Governor, to advise the Department on Aging on the administration of the Act. Creates the Community Senior Services and Resources Fund as a special fund in the State treasury, to be used by the Department on Aging for grant awards and for administering the Community Senior Services and Resources Act. Effective immediately.
