Creates the Endow Illinois Tax Credit Act and amends the Illinois Income Tax Act. Requires the Department of Revenue to authorize an income tax credit to taxpayers who provide an endowment gift to a permanent endowment fund. Sets forth procedures and criteria for authorizing the credits. Provides that the aggregate amount of all credits that the Department may authorize may not exceed $10,000,000 in 2013, $25,000,000 in 2014, or $50,000,000 in 2015 and each calendar year thereafter. Provides conditions for eligibility. Requires the Department to make an annual report concerning the credits. Provides that the credit may be carried forward for 5 years. Exempts the credit from the Act's sunset provisions. Effective immediately.
Creates the Illinois Secure Choice Savings Program Act. Establishes a retirement savings program in the form of an automatic enrollment payroll deduction IRA with the intent of promoting greater retirement savings for private-sector employees in a convenient, low-cost, and portable manner. Creates the Illinois Secure Choice Savings Program Fund consisting of moneys received from enrollees and participating employers. Sets forth the composition of the Board, the Board's duties, and provisions governing risk management, investment firms, and investment options. Provides for employee and employer information packets, as well as program implementation and enrollment. Provides that the State shall have no duty or liability to any party for the payment of any retirement savings benefits accrued by any individual under the Program. Requires annual reports and audits of the Program. Sets forth penalties. Amends the State Finance Act to create the Illinois Secure Choice Savings Program Fund. Effective immediately.
Amends the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall establish a Long-Term Services and Supports Disparities Task Force. Provides that members of the Task Force shall be appointed by the Director of the Department and shall include representatives from several specified agencies, organizations, or groups including a representative of providers that serve the predominantly ethnic minority populations, 3 consumer representatives which may include a consumer of long-term services and supports or an individual who advocates for such consumers, and Case Management Organizations. Provides that the Task Force shall not meet unless all consumer representative positions are filled and shall reflect diversity in race, ethnicity, and gender. Provides that the Task Force shall promote and facilitate communication, coordination, and collaboration among relevant State agencies and communities of color, limited English-speaking communities, and the private and public entities providing services to those communities. Sets forth the numerous duties of the Task Force including (i) documenting the number and types of Long-Term Services and Supports (LTSS) providers in the State and the number of clients served in each setting; (ii) comparing data over multiple years to identify trends in the delivery of LTSS for each racial or ethnic category; and (iii) assessing whether the LTSS industry is equipped to offer culturally sensitive, competent, and linguistically appropriate care. Contains provisions concerning the appointment of the Chair of the Task Force; public hearings; and reporting requirements. Effective July 1, 2014.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning the admissibility of hearsay evidence in a prosecution for elder abuse, neglect, or financial exploitation.
Amends the Unified Code of Corrections. Establishes criteria for the reduction of a sentence imposed for first degree murder, attempt to commit first degree murder, conspiracy to commit murder, or solicitation of murder in which the person was a victim of domestic abuse committed by the abuser. Provides that if all of the criteria are met, the person may submit in writing a petition to the circuit court for reduction of the person's sentence to the maximum sentence available for the offense at the time of its commission that was not an extended term sentence. Amends the Code of Civil Procedure to make conforming changes.
Creates the Accountability in College Textbook Publishing Practices Act. Provides that if a publisher provides a faculty member or entity in charge of selecting course materials at an institution of higher education with information regarding a college textbook or supplemental material, the publisher shall include specified information in its communication. Sets forth requirements for when a publisher provides a faculty member or entity in charge of selecting course materials at an institution with the price at which the publisher would make a college textbook or supplemental material available to the institution's campus bookstore. Provides that a publisher that sells a college textbook and any supplemental material as a bundle shall also make the college textbook and each item of supplemental material available as separate and unbundled items at separate prices. Provides that if a faculty member or entity in charge of selecting course materials at an institution directs a publisher to compile a custom textbook, the publisher shall provide the price at which the publisher would make the custom textbook available to the campus bookstore. Contains an enforcement provision.
Amends the Board of Higher Education Act and the Public Community College Act. Provides that the Board of Higher Education and the Illinois Community College Board shall require all public universities and community college districts to submit an annual report on or before April 15, 2015 and on or before each April 15 thereafter, in a searchable Adobe PDF format, on all procurement goals and actual spending for female-owned, minority-owned, veteran-owned, and small business enterprises in the previous calendar year. Provides that each university and district shall include certain information in its annual report. Provides that each annual report shall include as much State-specific data as possible. Provides that the Boards and all universities and districts shall hold an annual workshop open to the public in 2015 and every year thereafter on the state of supplier diversity to collaboratively seek solutions to structural impediments to achieving stated goals. Sets forth other Board requirements. Effective immediately.
