CONSUMER FRAUD-INSURANCE-SSN

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a person or entity may not print an individual's social security number on an insurance card that is used to establish the eligibility of an individual or his or her dependents to receive health, dental, optical, or accident insurance benefits, prescription drug benefits, or benefits under a managed care plan or a plan provided by a health maintenance organization, a health services plan corporation, or a similar entity. Provides that existing insurance cards with an individual's social security number must be replaced with insurance cards without the individual's social security number. Provides that a violation constitutes an unlawful practice within the meaning of the Act. Effective January 1, 2005.

DPT AGING-SR SRVCS-BEQUESTS

Amends the Community Senior Services and Resources Act. Authorizes the Director of Aging to accept monetary bequests and gifts for deposit into the Community Senior Services and Resources Fund. Directs the Department on Aging, in conjunction with the Community Senior Services and Resource Center Advisory Committee, to design an awareness campaign that can be implemented by senior services and resource centers at their individual expense. Effective immediately.

DHS-GREAT START

Amends the Department of Human Services Act. Deletes a provision that includes beginning and ending dates for the operation of a Great START (Strategy to Attract and Retain Teachers) program. Deletes provisions (i) requiring a working committee of the Child and Development Advisory Council of the Department of Human Services to make certain recommendations concerning the Great START program by October 1, 2000 and (ii) requiring the Department to evaluate the Great START program, gather data on the program, and submit a report to the General Assembly by December 31, 2002. Effective immediately.

VEH CD-RECKLESS HOMICIDE

Amends the Illinois Vehicle Code. Provides that a person who has been convicted in another state of an offense similar to reckless homicide may not be granted driving privileges within 2 years of the date on which the person's driving privileges were revoked or suspended or within 24 months of being released from a prison term for commission of the offense. Provides that a person who commits the offense of driving under the influence of alcohol, drugs, intoxicating compounds, or any combination of them is guilty of aggravated DUI if the person previously had been convicted in another state of an offense similar to reckless homicide and the person's intoxication was an element of the offense. Deletes language providing that, if a DUI defendant prohibited under the terms of a previous DUI conviction from driving a vehicle not equipped with an ignition interlock device nevertheless drove a vehicle not equipped with the device, the period during which the person is prohibited from driving a non-equipped vehicle shall be extended by an additional period equal to the period of the initial prohibition.

INS ELECTRONIC CLAIM FILING

Amends the Illinois Insurance Code. Provides that accident and health insurers and health care professionals and health care providers shall have the ability to accept and submit claims electronically in accordance with federal standards. Provides for the Department of Insurance to establish a timetable for compliance. Establishes an exemption for long term care facilities and community-integrated living arrangements. Effective immediately.

ID ADDRESS & NAME CHANGE

Amends the Illinois Identification Card Act and the Illinois Vehicle Code. Provides that a driver's license or permit, school bus driver permit, or State identification card issued by the Secretary of State shall contain the person's current residential address (instead of the person's address). Provides that a person holding a driver's license or permit or a State identification card must notify the Secretary of State within 10 days of any change in the person's residential address (instead of the person's address). Provides that a post office box number is not a sufficient residential address under these provisions. Provides that a person seeking a change of his or her name on a license or permit or identification card must personally appear at a driver services facility and present sufficient documentation to show that his or her name has been legally changed. Effective immediately.
