Creates the Theater Production Tax Credit Act and amends the Illinois Income Tax Act. Sets forth procedures and criteria for the Department of Commerce and Economic Opportunity to award a tax credit to accredited theater productions. Bases the amount of the credit on the amount of the Illinois labor expenditure and marketing spending in support of the Illinois performances approved by the Department. Requires the Department to submit an annual report concerning the credit program. Provides that the Theater Production Tax Credit Act is repealed on January 1, 2009. Effective immediately.

Amends the Residential Mortgage License Act of 1987. Provides that the Department of Financial and Professional Regulation shall adopt rules as to the required yearly continuing education of loan originators. Provides that the Secretary of Financial and Professional Regulation shall approve all continuing education courses and the providers of continuing education courses. Provides that all continuing education courses and the providers of continuing education courses shall be subject to a review by a panel appointed by the Secretary. Specifies the number of members on the review panel. Provides that the Secretary shall consider the recommendations of the review panel prior to approving or disapproving continuing education courses or the providers of continuing education courses.
Amends the Older Adult Services Act. Provides that fundable services under the Act also include an expansion of assisted living services under a waiver to include case management services, assisted living services, and incontinence supplies for persons who (i) are age 65 or older, or age 60 to 64 and disabled, and (ii) are eligible for Supplemental Security Income or Medicaid for the Aged or Disabled or meet the Medicaid Waiver Assistance income and asset requirements. Requires the Department on Aging to apply for any necessary waiver of federal law or regulations.
Amends the Public Health Program Beneficiary Employer Disclosure Law. Makes a technical change in a Section concerning the short title.
Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
Amends the Illinois Lottery Law and the State Finance Act. Allows the Governor to sell or otherwise dispose of the State Lottery upon such terms and conditions and for such consideration that the Governor deems to be in the best interests of the people of the State of Illinois. Provides that all net proceeds from the sale or other disposition of the State Lottery must be deposited into the Commitment to Education Fund, a special fund created in the State treasury. Subject to appropriation, provides that all money in the Commitment to Education Fund must be used by the State Board of Education to supplement funding, by grant, loan, appropriation, or otherwise, as directed in the appropriation, for any one or more of the following purposes: (1) General State Aid or Supplemental General State Aid; (2) mandated categorical grants; (3) early childhood programs; (4) school construction; (5) initiatives intended to provide for better quality teachers; (6) initiatives intended to provide for better quality instructional materials; or (7) initiatives intended to increase the amount of time per day students spend learning, whether in the classroom or in alternative settings. Effective immediately.
Amends the Illinois Vehicle Code. Provides that an offender's eligibility for a restricted driving permit depends on whether denial of all driving privileges would cause undue hardship, as defined by rules adopted by the Secretary of State. Provides that a person convicted of 4 or more offenses of driving under the influence, leaving the scene of an accident involving death or personal injury, or reckless homicide, or a combination of those offenses, is not eligible for a restricted driving permit. Provides that the Secretary shall revoke the driving privileges of any person under the age of 21 convicted of an out-of-state offense similar to DUI. Provides that a second suspension of a person's driving privileges for an out-of-state offense similar to DUI, or a single suspension of that type, if coupled with a summary suspension under the Code or a DUI or reckless homicide conviction, shall result in the person's being prohibited from driving a vehicle that is not equipped with an ignition interlock device. Provides that a conviction of reckless homicide (as well as a conviction of DUI) increases the limitations that shall be imposed on a person's driving privileges.
