Creates the Illinois Innovation Zone Act. Specifies the criteria for an area to qualify as an Innovation Zone. Contains provisions concerning the creation of Zones by a municipality or county. Contains provisions concerning the application of a county or municipality to the Department of Commerce and Economic Opportunity for certification of a Zone. Contains provisions concerning the amendment and decertification of Zones. Contains provisions concerning the adoption of tax increment financing. Specifies the powers and duties of the Department. Contains provisions concerning State incentives regarding public services and physical infrastructure. Contains provisions concerning Zone administration. Contains provisions concerning (1) income tax deductions, and (2) State and local regulatory alternatives. Contains provisions concerning loans made under specified provisions of the Act. Amends the State Finance Act to create the Innovation Zone Loan Fund as a special fund in the State treasury and specifies the purpose of the Fund. Contains provisions concerning (1) the construction of specified provisions of the Act, (2) the confidentiality of specified materials, (3) the annual report from the Department to specified parties, and (4) the use of federal moneys. Creates the Illinois Innovation Council and specifies its responsibilities, powers, and duties. Amends the Illinois Income Tax Act and the Economic Development for a Growing Economy Tax Credit Act to add provisions concerning tax credits for businesses located in a Zone. Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to add specified exemptions concerning Zones.
Amends the Code of Criminal Procedure of 1963. Provides that 2 or more acts or transactions in violation of certain provisions of the Illinois Wage Payment and Collection Act may be joined in a single count of an indictment, information, or complaint. Amends the Illinois Wage Payment and Collection Act. Subject to appropriation, provides that the Department of Labor shall establish an administrative procedure to adjudicate claims or specific categories of claims. Establishes procedures for an employee who has not been paid the wage the employee is entitled by the Act to recover by filing a claim with the Department or in a civil action, but not both.
Creates the Afterschool Youth Development Project Act. Provides that because it is the policy of this State to provide all young people between the ages of 6 and 19 with access to quality afterschool programs through a State commitment to sufficient and sustainable funding for programs that promote positive youth development, the Illinois Youth Development Council is created. Provides that the purpose of the Council is to provide oversight and coordination to the State's public funds currently invested to support positive youth development programs and activities and to set system-wide policies and priorities to accomplish 5 specified objectives. Provides that the Council shall be governed by a board of no less than 28 and no more than 32 members and that the Council shall reflect the regional, racial, socio-economic, and cultural diversity of the State to ensure representation of the needs of all Illinois youth. Contains provisions concerning Council member appointments; the establishment of an independent Youth Advisory Group; the major objectives of the Council; afterschool demonstration programs; reporting requirements; and other matters. Provides that the Council shall be created within the Department of Human Services and that the Department shall provide resources to the Council including administrative services and data collection. Effective immediately.
Amends the Arthritis Prevention, Control, and Cure Act. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "offense" for the purpose of inchoate offenses.
Amends the Prenatal and Newborn Care Act. Provides that the Department of Public Health shall publish on its website certain specified information about the possible health complications associated with newborn infants who are born premature at less than 37 weeks gestational age and the proper care and support for these newborn infants. Provides that in determining what information is most beneficial to the public, the Department may consult with pediatric healthcare providers, community organizations, or other experts as the Department deems necessary. Provides that the Department shall ensure that the information is accessible to children's health providers, maternal care providers, hospitals, public health departments, and medical organizations. Requires the Illinois Department of Healthcare and Family Services to consult with statewide organizations focused on premature infant healthcare in order to accomplish certain goals. Requires data regarding the incidence and cause of re-hospitalization in the first 6 months of life for infants born premature at earlier than 37 weeks gestational age to be reported to the Director of Public Health. Effective immediately.
Creates the Commission to End Hunger Act. Provides that because it is the goal of the State that no man, woman, or child should ever be faced with hunger, the General Assembly authorizes the Department of Human Services to create the Commission to End Hunger. Provides that the purpose of the Commission shall be to develop an action plan every 2 years, review the progress of this plan, and ensure cross-collaboration among government entities and community partners toward the goal of ending hunger in Illinois. Further provides that the key duties of the Commission shall include identifying all funding sources which can be used toward ending hunger; identifying barriers to access, and developing sustainable polices and programs to address those barriers; and promoting and facilitating public-private partnerships. Provides that the Commission shall be composed of no more than 21 voting members, including 15 public members representing various community and public service organizations, who shall be appointed by the Governor and shall reflect the racial, gender, and geographic diversity of the State. Provides that the Secretary of Human Services, the State Superintendent of Education, the Director of Healthcare and Family Services, the Director of Children and Family Services, the Director of Aging, and the Director of Agriculture shall serve as ex-officio members of the Commission, and that subject to appropriation, the Office of the Governor and the Department of Human Services shall provide administrative support. Contains provisions on commission meetings and reporting requirements. Effective immediately.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the supervision of persons on parole or mandatory supervised release.
