FORECLOSURE PREVENT COUNSELING

Amends the Illinois Housing Development Act to authorize the Illinois Housing Authority to establish and administer a foreclosure prevention counseling program using moneys in the Foreclosure Prevention Counseling Fund, appropriated for that purpose, to make grants to HUD-certified housing counseling agencies to support pre-purchase and post-purchase home ownership education and foreclosure prevention counseling. Amends the State Finance Act to create the Foreclosure Prevention Counseling Fund from moneys received from the foreclosure prevention surcharge collected under the Residential Mortgage License Act of 1987. Provides that 75% of the moneys in this Fund shall be used for housing counseling outside Chicago and 25% of the moneys shall be used for such counseling in Chicago. Amends the Residential Mortgage License Act of 1987 to increase the investigation and application fees from $2,700 to $3,000. Effective immediately.

COMM COLLEGE-GRANT FUNDING

Amends the Public Community College Act. Provides that as of July 1, 2011, a community college district must maintain a minimum required combined in-district tuition and universal fee rate per semester credit hour equal to 70% of the State-average combined rate, as determined by the State Board, or the total revenue received by the community college district from combined in-district tuition and universal fees must be at least 30% of the total revenue received by the community college district, as determined by the State Board, for equalization funding. Effective July 1, 2010.

URGE PREDATORY LENDING REFORM

Urges sponsors of HR1214, the Payday Loan Reform Act, to (i) withdraw their support of the legislation's current provisions; (ii) support reforms that will be effective in stopping the payday lending cycle of debt; and (iii) only support proposals that do not undermine state efforts to reform the payday lending practice. Also urges members of Congress to enact a cap on annual interest rates of 36%.

Amends the Public Construction Bond Act. Authorizes a public body to waive or lower the requirement of a surety bond for a public construction contract if the contractor is a small business enterprise. Defines a small business enterprise.

NO PROPOXUR WAIVER PETITION

Urges the Illinois Department of Agriculture, the Illinois Department of Public Health, and other relevant State agencies to not join the petition for an EPA waiver for residential Propoxur use in combating bed bugs and further urges relevant State agencies to fully examine their statutory authority to promote the use of IPM strategies in the eradication of bed bugs.

THEATER PRODUCTION CREDIT ACT

Creates the Theater Production Tax Credit Act and amends the Illinois Income Tax Act. Sets forth procedures and criteria for the Department of Commerce and Economic Opportunity to award a tax credit to accredited theater productions. Bases the amount of the credit on the amount of the Illinois labor expenditure and marketing spending in support of the Illinois performances approved by the Department. Requires the Department to submit an annual report concerning the credit program. Provides that the Theater Production Tax Credit Act is repealed on January 1, 2011. Effective immediately.

VEH CD-RED LIGHT ENFORCEMENT

Amends the Illinois Vehicle Code. Provides that an intersection equipped with an automated traffic law enforcement system must have a yellow change interval of 3 to 6 seconds, as described in the Manual on Uniform Traffic Control Devices published by the U.S. Department of Transportation, and the yellow change interval selected upon installation of an automated traffic law enforcement system may not be reduced while the intersection is equipped with the automated traffic law enforcement system. Provides that when a county or municipality is found to have reduced such a yellow change interval, the automated traffic law system shall be suspended for one month for a first violation and 3 months for a second or subsequent violation in addition to a $10,000 fine payable to the Secretary of State. Provides that a county or municipality is found to have reduced such a yellow change interval must conduct a mandatory review of all intersections in the jurisdiction of the county or municipality that are equipped with an automated traffic law enforcement system, send a written report to the Secretary of State certifying compliance, and send a written letter to all persons issued a violation notice in the past 60 days from the automated traffic law enforcement system informing those persons that the county or municipality tampered with the yellow change interval of the intersection equipped with an automated traffic law system.
