ELECTRONIC RECORDS ACT

Creates the Government Electronic Records Act. Authorizes and requires the use of electronic records in the executive branch, rather than hard copy, if appropriate. Sets forth exceptions and opt-out provisions. Requires the adoption of rules. Amends the State Records Act concerning retention of electronic records. Effective July 1, 2011.

SPEECH-LANGUAGE PATHOLOGY

Amends the Illinois Speech-language Pathology and Audiology Practice Act. In a provision concerning the minimum requirements for speech-language pathology assistant programs, provides that the curriculum must include 24 semester credit hours in general education (now, 36 semester credit hours) and 36 semester credit hours in technical content areas designed to provide students with knowledge and skills required for speech-language pathology assistants (now, 24 semester credit hours). Provides that any applicant for licensure as a speech-language pathology assistant who applies to the Department prior to the effective date of the amendatory Act or any person who holds a valid license as a speech-language pathology assistant on the effective date of the amendatory Act shall not be required to meet the new minimum requirements for a speech language pathology assistant program established by the amendatory Act. Effective immediately.

DHFS-MEDS-PRIOR APPROVAL LIST

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that when making determinations as to which drugs shall be on a prior approval list, the Department of Healthcare and Family Services shall include as part of the analysis for this determination, the degree to which a drug may affect individuals in different ways based on factors including the gender of the person taking the medication. Effective immediately.

PROP TX-RETURNING VETERANS

Amends the Property Tax Code. In a Section concerning the returning veterans' homestead exemption, provides that the veteran may apply the exemption for the taxable year after he or she returns if (i) he or she first acquires a principal residence during the taxable year in which he or she returns, but after January 1 of that year, and (ii) if the property is owned and occupied as a principal residence by the veteran on January 1 of the next taxable year. Effective immediately.

CD CORR-EARLY RELEASE

Amends the Unified Code of Corrections. Provides that the Department of Corrections must also make identification information and a recent photo of the inmate being released accessible on the Internet by means of a hyperlink labeled "Community Notification of Inmate Early Release" on the Department's World Wide Web homepage. Provides that the identification information shall include the inmate's: name, any known alias, date of birth, physical characteristics, residence address, commitment offense and county where conviction was imposed. Provides that the identification information shall be placed on the website within 3 days of the inmate's release and the information may not be removed until either: completion of the first year of mandatory supervised release or return of the inmate to custody of the Department. Effective immediately.

IEMA-NUCLEAR SAFETY

Amends the Regulatory Sunset Act. Extends the repeal date of the Radiation Protection Act of 1990 from January 1, 2011 to January 1, 2021. Amends the Radiation Protection Act of 1990. Changes the definition of "by-product material" to include certain sources of radium-266 and 2 other types of radioactive materials. Removes a provision that authorizes the Illinois Emergency Management Agency to establish certain fees and another provision that divides radiation installations into classes. Provides that radiation installations shall be inspected according to frequencies established by the Agency based upon the associated radiation hazards, as determined by the Agency (rather than based upon the classification of those installations). Effective immediately.

CON AMEND-REDISTRICTING

Proposes to amend the Legislature Article of the Illinois Constitution. Provides that the boundaries of Legislative and Representative districts may be separate. Requires that both types of districts, in addition to being compact, contiguous, and substantially equal in population, must reflect minority voting strengths, promote competition, and consider political boundaries. Replaces the current method of redistricting of the Senate and House of Representatives with the following: a commission, appointed by the legislative leaders and in accordance with scoring criteria provided by law, shall score separate Legislative District and Representative District maps submitted by the public; the Senate and House, each by a three-fifths vote, shall adopt one of the 3 maps with the best scores for its districts; and the Secretary of State shall certify the map with the best score if a chamber fails to adopt a map. Specifies the schedule for redistricting activities. Effective upon being declared adopted and applicable to redistricting beginning in 2011 and to the election of General Assembly members beginning in 2012.
