CON AMEND-REDISTRICTING

Proposes to amend the Legislature Article of the Illinois Constitution. Provides that the boundaries of Legislative and Representative districts may be separate. Requires that both types of districts, in addition to being compact, contiguous, and substantially equal in population, must reflect minority voting strengths, promote competition, and consider political boundaries. Replaces the current method of redistricting of the Senate and House of Representatives with the following: a commission, appointed by the legislative leaders and in accordance with scoring criteria provided by law, shall score separate Legislative District and Representative District maps submitted by the public; the Senate and House, each by a three-fifths vote, shall adopt one of the 3 maps with the best scores for its districts; and the Secretary of State shall certify the map with the best score if a chamber fails to adopt a map. Specifies the schedule for redistricting activities. Effective upon being declared adopted and applicable to redistricting beginning in 2021 and to the election of General Assembly members beginning in 2022.

LEGISLATURE-OFFICER LIMITS

Proposes to amend The Legislature Article of the Illinois Constitution. Limits a person's total service in the office of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House, or Minority Leader of the Senate to a total of 8 years in any one office and 12 years combined in 2 or more offices. Effective upon being declared adopted and applies to service on or after the second Wednesday in January, 2016.

TWP-MEETING AND AGENDA

Amends the Township Code. Provides that certain notices must be posted 15 days (now 10 days) before the township meeting. Provides that, by a vote of the majority of electors present at a town meeting, the electors may authorize that an advisory question of public policy "directly related to the business of the township" be placed on the ballot at the next regularly scheduled election in the township. Effective immediately.

VEH CD-SPEED LIMITS-70 MPH

Amends the Illinois Vehicle Code. Provides the maximum speed limit outside an urban district for any vehicle is (1) 70 miles per hour on any interstate highway; (2) 70 miles per hour for all or part of highways that are designated by the Department of Transportation, have at least 4 lanes of traffic, and have a separation between the roadways moving in opposite directions; and (3) 65 miles per hour for all other highways, roads, and streets. Provides that the counties of Cook, DuPage, Kane, Lake, McHenry, and Will may adopt ordinances establishing speed limits lower than these speeds. Permits the Department of Transportation and Toll Highway Authority to alter speed limits up to the new maximum speed limit (rather than up to 65 miles per hour).

POWER AGENCY-SOURCE OF POWER

Amends the Illinois Power Agency Act. Provides that a municipality or other aggregator of electrical load has the authority to require disclosure of the source of the power utilized under the aggregation.

CNTY STORMWATER MANAGEMENT

Amends the Counties Code. Provides that DuPage and Peoria counties may adopt a schedule of fees applicable to real property that benefits from the county's stormwater management facilities and activities. Sets forth the circumstances under which a fee schedule may be adopted and the uses for the fees. Provides that any proposed fee schedule must be approved by a referendum in Peoria County before it can be imposed. Provides that the county shall provide notice to municipalities within its jurisdiction of any fees proposed and seek the input of each municipality with respect to the calculation of the fees. Provides that the county shall give land owners at least 2 years' notice before imposing the fee, during which time the county shall provide education on green infrastructure practices and an opportunity to take action to reduce or eliminate the fee. Further provides that a fee waiver shall be included for property owners who have taken actions or put in place facilities that are approved by the county that reduce or eliminate the cost of managing runoff. Provides that the county may enter into intergovernmental agreements with other bodies of government for the joint administration of stormwater management and collection of the fees. Effective immediately.

ITAP-LIBRARY DISTRICTS

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the full-time webmaster must compile and update the ITAP database with information received from library districts. Provides for a searchable database of both current employees and employees hired on or after the effective date of this amendatory Act, sorted separately by employing unit of government, employment position title, and current pay rate and year-to-date pay. Effective immediately.

WEIGHTS AND MEASURES

Amends the Weights and Measures Act. Provides that weights and measures or weighing and measuring devices used for commercial or law enforcement purposes must have a Certificate of Conformance or have been certified by the Department or the city sealer on or before July 1, 2012. Provides that any apparatus certified by the Department or city sealer as of July 1, 2012 satisfies construction and installation requirements. Provides that the Department shall furnish an identification plate for registration and tracking purposes for any type of weight or measure or weighing or measuring device is impracticable to mark as required by the Act. Effective immediately.
