Amends the Employment of Teachers Article of the School Code. Provides that in fixing the salaries of employees, a school board or the governing board of a joint agreement shall pay to employees an hourly rate of not less than (i) $20 for the 2027-2028 school year, (ii) $21 for the 2028-2029 school year, and (iii) $22 for the 2029-2030 school year. Provides that the minimum hourly rate for each school year thereafter shall equal the minimum salary rate for the previous school year increased by a percentage equal to the percentage increase, if any, in the Consumer Price Index for All Urban Consumers for all items published by the United States Department of Labor for the previous school year. Provides that "employee" means any employee of a school district or joint agreement who provides educational support services to the district or joint agreement, including, but not limited to, custodial employees, transportation employees, food service providers, classroom assistants, administrative staff, or paraprofessional educators. Provides that an employee's salary shall include any amount paid by the school district or joint agreement on behalf of the employee, as employee contributions, to the Illinois Municipal Retirement Fund. Amends the Community-Integrated Living Arrangements Licensure and Certification Act. In provisions concerning per diem reimbursement for a community-integrated living arrangement provider, provides that, if it is determined by third-party medical personnel that a resident that required a medical absence is unable to return to the community-integrated living arrangement, or if the resident dies during the medical absence, the provider shall receive 100% of the per diem reimbursement for up to 20 medical absence days. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that, subject to federal approval, beginning January 1, 2027, any individual age 22 to 64 who is diagnosed as having Alzheimer's disease or a related dementia and is determined to be a person with a disability by the Social Security Administration shall be eligible for services in a supportive living dementia care setting if the individual meets all other eligibility requirements to receive services in a supportive living dementia care setting in accordance with specified administrative rules. Requires the Department of Healthcare and Family Services to apply for any federal waiver necessary to implement the amendatory Act. Effective immediately.
Amends the Smart Start Illinois Act. Expands eligibility under the Smart Start Child Care Workforce Compensation Program to Head Start and Early Head Start programs.
Appropriates $5,000,000 to the State Board of Education to implement Public Act 103-1076, referred to as the Faith by Plate Act. Effective July 1, 2026.
Creates the Farmer Tax Benefit Act. Provides that taxpayers may apply to the Department of Natural Resources for an income tax credit in an amount equal to either (i) 100% of the fair market value of a qualified donation to a conservation agency of a land protection agreement or (ii) 50% of the fair market value of the qualified donation to a conservation agency of a fee simple interest or a remainder interest in qualified real property. Amends the Illinois Income Tax Act to make conforming changes.
Appropriates $500,000 from the General Revenue Fund to the Department of Early Childhood for grants and administration expenses associated with support for the inclusion of children ages 3 to 5 with developmental delays and disabilities in school and community-based early childhood settings. Effective July 1, 2026.
Creates the Operating Room Patient Safety Act. Provides that each surgical technologist hired or contracted by a health care facility on or after January 1, 2027 shall meet specified educational, certification, or experiential requirements. Provides that nothing in the Act prohibits an individual from performing surgical technology services if the individual is acting within the scope of the individual's license or registration or is a student or intern under the direct supervision of a licensed health care provider.
Creates the Firefighter Paid Family Leave Act. Provides that a firefighter shall receive 6 weeks of paid family leave that may be used: (1) for the birth of a child in order to care for the child; (2) to care for a newly adopted child under 18 years of age, a newly placed foster child under 18 years of age, or a newly adopted or placed foster child older than 18 years of age if the child is incapable of self-care because of a mental or physical disability; and (3) to care for a family member with a serious health condition. Provides that an employer shall compensate a firefighter granted leave under the Act at the firefighter's regular rate of pay, paid at the same interval the firefighter was paid while working, for those regular work hours during which the firefighter is absent from work. Sets forth provisions concerning employment protection and maintenance of benefits; prohibited acts, limitations of the Act; waiver of leave under the Act; and collective bargaining agreements. Limits home rule. Provides that the Department of Labor may adopt any rules necessary to implement the Act. Effective immediately.
Appropriates $4,000,000 from the General Revenue Fund to the Illinois State Police for the partnership with the Illinois Association of Chiefs of Police for grants for State and local police agencies for the purchase, expansion, and maintenance of equipment services that support the National Integrated Ballistics Information Network (NIBIN) and other ballistic technology equipment for ballistic imaging. Effective July 1, 2026.
