Amends the Criminal Code of 1961. Creates the offense of bribery to obtain driving privileges. Provides that the penalty for a violation is a Class 2 felony.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a person or entity may not print an individual's social security number on an insurance card that is used to establish the eligibility of an individual or his or her dependents to receive health, dental, optical, or accident insurance benefits, prescription drug benefits, or benefits under a managed care plan or a plan provided by a health maintenance organization, a health services plan corporation, or a similar entity. Provides that existing insurance cards with an individual's social security number must be replaced with insurance cards without the individual's social security number. Provides that a violation constitutes an unlawful practice within the meaning of the Act. Effective January 1, 2005.
Amends the Department of Human Services Act. Deletes a provision that includes beginning and ending dates for the operation of a Great START (Strategy to Attract and Retain Teachers) program. Deletes provisions (i) requiring a working committee of the Child and Development Advisory Council of the Department of Human Services to make certain recommendations concerning the Great START program by October 1, 2000 and (ii) requiring the Department to evaluate the Great START program, gather data on the program, and submit a report to the General Assembly by December 31, 2002. Effective immediately.
Amends the Illinois Municipal Code. Deletes a provision prohibiting a municipality from exercising its zoning powers outside of the corporate limits of the municipality with respect to facilities of telecommunications carriers. Effective immediately.
Amends the Affordable Housing Planning and Appeal Act. Makes changes in the definitions of "low-income housing" and "moderate-income housing". Changes dates in provisions concerning the Illinois Housing Development Authority's determination of exempt local governments, affordable housing plans, and appeals to the State Housing Appeals Board. Effective immediately.
Proclaims May 4, 2004 as Illinois Clean Air and Asthma Awareness Day.
Proposes to amend the Finance Article of the Illinois Constitution concerning State finance. Provides that the aggregate of appropriations for the expenditure of public funds by the State for a fiscal year shall not exceed the aggregate of appropriations for the expenditure of public funds by the State for the preceding fiscal year by more than 3% or, if a cost of living index has been designated by law for this purpose, the percentage increase from the previous year in the cost of living based on that index, whichever is less. Provides that the General Assembly may exceed the limit on the aggregate appropriations for the expenditure of public funds by the State for a fiscal year only by an affirmative record vote of three-fifths of the members elected to each house. Effective on being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
Amends the School Code. Requires a school board to adopt a policy that prohibits a school bus that is in operation for the purpose of transporting students to or from school or a school-related function or activity from running on idle for more than 5 minutes while the bus is parked. Provides that the policy must require all diesel school buses (i) when in use, to be parked and loaded 100 feet from school air-intake systems, unless the school board deems alternative locations block traffic, impair student safety, or are not cost-effective and (ii) when not in use, to be parked in a manner to reduce contamination of school bus cabins and school facilities from diesel engine exhaust fumes. Contains exceptions to these requirements. Requires the policy to provide for climate-controlled waiting areas for school bus drivers. Requires schools to send an annual notice to faculty, staff, and parents concerning the policy. Effective September 1, 2004.
Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning defaulting on a loan.
Amends the Illinois Governmental Ethics Act. Makes a technical change in a Section defining "lobbyist".
