Amends the Illinois Vehicle Code. Provides that a State's Attorney may not grant permission to a municipal attorney to prosecute a defendant charged with driving on a suspended or revoked license or driving under the influence of alcohol, drugs, or intoxicating compounds if the defendant is not a first offender or if the defendant is charged with a felony.
Amends the Illinois Vehicle Code, the Illinois Marriage and Dissolution of Marriage Act, and the Illinois Parentage Act of 1984. Provides that the Secretary of State shall revoke the registration of any vehicle owned and driven by a person adjudicated more than 90 days in arrears in payment of child support. Provides for the same due process procedures that apply when a court seeks to suspend a person's driving privileges for failure to comply with a support order. Provides for temporary registration of a vehicle for employment, medical, or other specified purposes. Effective immediately.
Amends the Property Tax Code. Provides that, except for those extension increases approved by voters, "extension limitation" means the lesser of 5% or the percentage increase in the Consumer Price Index during the 12-month calendar year preceding the levy year, but, for taxable years 2003 and thereafter, no less than 2% (now, no floor).
Amends the Illinois Governmental Ethics Act. Prohibits the dissemination, during the period 30 days before or on the date of a general primary election or 60 days before or on the date of a general election, of public service announcements for programs of a State executive branch constitutional officer that contain the name, image, or voice of any State executive branch constitutional officer and that were paid for in full or in part by State funds.
Amends the School Code. Requires a school board to adopt a policy that prohibits a school bus that is in operation for the purpose of transporting students to or from school or a school-related function or activity from running on idle for more than one hour while the bus is parked. Allows the school board to impose a fine.
Amends the Boundary Changes Article of the School Code. Provides that a petition for dissolution of a school district may be made by at least two-thirds (instead of a majority) of the registered voters residing in the district proposed to be dissolved. Provides that a petition approved by the regional board of school trustees that was initiated by the registered voters residing in the district proposed to be dissolved is not effective until the question of dissolution and annexation has been submitted to the electors in each affected school district at a regular election and has been approved by a majority of the electors in each affected school district voting on the question. Makes changes concerning when a school district with a population of less than 5,000 residents may be dissolved and its territory annexed. Effective immediately.
