Amends the Illinois Public Aid Code. Provides that in addition to the women who are eligible for medical assistance pursuant to the federal Breast and Cervical Cancer Prevention and Treatment Act of 2000, all uninsured women residing in Illinois who are at least 35 years of age but less than 65 years of age are eligible for medical assistance benefits that are consistent with the benefits provided to those other women. Provides that medical assistance coverage for these women is not dependent on federal approval, but federal moneys may be used to pay for services provided under that coverage upon federal approval. Effective immediately.

Amends "An Act making appropriations", Public Act 95-348. Restores a vetoed appropriation to the Department of Natural Resources for contributions to park districts and other entities as provided in the Illinois Horse Racing Act of 1975 and the Park District Aquarium and Museum Act. Effective immediately.
Amends the Unified Code of Corrections. Provides that as a condition of mandatory supervised release, probation, or supervision, a sex offender shall refrain from having any computer scrub software on any computer that the sex offender uses.
Amends the Property Tax Code. Requires each chief county assessment officer in counties with less than 3,000,000 inhabitants to provide to each residential taxpayer a Homestead Assessment Disclosure Document that contains certain disclosures concerning the assessed valuation of homestead property. Requires the Department of Revenue to annually review the disclosures to ensure that they are accurate and that they comply with all applicable laws and rules concerning property valuations. Provides that, if a taxpayer files a complaint before a board of review, then, within 5 days after the complaint is filed, the board of review must provide the taxpayer with a detailed description of the rules and procedures for hearings before the board. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Older Adult Services Act. Provides that the restructuring of older adult services shall include the presence of at least one Department on Aging representative at each Human Capital Development office operated by the Department of Human Services or the Department of Healthcare and Family Services throughout the State.
In addition to any other amounts that may be appropriated for this purpose, appropriates the sum of $5,000,000, or so much of that amount as may be necessary, from the General Revenue Fund to the Department of Public Health for a grant to the DuPage County Health Department for a grant to Access DuPage for costs associated with providing health care services to low income or uninsured persons. Effective July 1, 2008.
Amends the Illinois School Student Records Act. Provides that a confidential communication made by a student 12 years of age or older or by a parent or a guardian of a student who is 12 years of age or older must not be disclosed without the voluntary written consent of the person who originally disclosed the information. Provides that a confidential communication made by a student under the age of 12 years may be disclosed to the parent or guardian of the student. Sets forth requirements concerning the consent. Provides that a confidential communication must not become part of the school student record without express written consent. Sets forth the circumstances under which a confidential communication may be disclosed without voluntary written consent. Provides that any person participating in good faith in the making of a report under the Abused and Neglected Child Reporting Act or in the disclosure of information contained in a confidential communication under the Illinois School Student Records Act shall have immunity from liability, civil, criminal, or otherwise, that might result by reason of such action, except in cases of willful or wanton misconduct. Makes related changes. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Criminal Code of 1961. Provides that it is not a defense to predatory criminal sexual assault of a child that the accused reasonably believed the victim of the offense to be 13 years of age or over when the offense was committed and the State does not have to prove that the accused knew that the victim of the offense was under 13 years of age when the offense was committed.
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning terms.
Amends the Use Tax Act and the Retailers' Occupation Tax Act. Makes changes to the definition of "sale at retail" concerning florists.
