Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, on an annual basis, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Effective immediately.

Amends the Criminal Code of 1961. Defines social networking website. Amends the Unified Code of Corrections. Requires as a condition of parole, mandatory supervised release, probation, conditional discharge, or supervision that a sex offender refrain from accessing or using a social networking website.
Amends the Condominium Property Act. Provides that nothing in the Act or the declarations, bylaws, and rules of a condominium unit owner's association shall prohibit unit owners from leasing up to 20% of the units, if they otherwise comply with the Act. Provides that the powers and duties of the board of managers of a condominium association may not provide in the declaration, bylaws, rules, or other documents for a prohibition against unit owners leasing up to 20% of the total units, as long as there is compliance with the Act. Amends the General Not For Profit Corporation Act of 1986. Provides that a common interest community or homeowners' association, notwithstanding the declaration, covenants, bylaws, rules, regulations, or any other instrument, may not prohibit 20% of the total units from being used as rental property. Defines homeowners' association and common interest community. Effective immediately.
Creates the Higher Education Textbook Act. Requires the Board of Higher Education and the Illinois Community College Board, in collaboration with affiliated bookstores and student and faculty representatives, to adopt rules requiring that affiliated bookstores (1) provide students the option of purchasing materials that are unbundled when possible, disclose to faculty and staff the costs to students of purchasing materials, and disclose publicly how new editions vary from previous editions; (2) actively promote and publicize book buy-back programs; and (3) disclose retail costs for course materials on a per course basis to faculty and staff and make this information publicly available. Requires faculty and staff members to consider the least costly practices in assigning course materials, such as adopting the least expensive edition available when educational content is comparable, as determined by the faculty or staff member, and working closely with publishers and affiliated bookstores to create bundles and packages if they deliver cost savings to students.
Creates the Homeowners' Solar Energy Act. Provides that no bylaw or action of a homeowners' association, property owners' association, or a condominium unit owners' association shall prohibit or be interpreted to prohibit a solar energy system or other energy device based on a renewable resource. Provides that no deed restrictions, covenants, or similar binding agreements running with the land shall prohibit or have the effect of prohibiting a solar energy system or other renewable resource energy device from being installed on residential dwelling property that does not exceed 3 stories. Provides that an owners' association may determine the location of a solar energy system. Provides that solar energy systems shall be certified by the Solar Rating and Certification Corporation (SRCC) or another nationally recognized certification entity. Provides that an application for the installation of a solar energy system shall be processed and approved as an application for architectural modification and shall not be willfully avoided or delayed. Provides that any entity, other than a public entity, that willfully violates this Act shall be liable to the applicant or other party adversely affected for actual damages. Provides that in any litigation under this Act, the prevailing party is entitled to reasonable attorney's fees. Provides that the legislative purpose of this Act is to protect the public health, safety, and welfare by encouraging the use of renewable resource energy systems to conserve and protect land and resources and prevent measures which will drive the cost of owning residential property beyond the capacity of private owners.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
Amends the Children with Disabilities Article of the School Code. Increases the reimbursement amount to school districts for teachers, professional workers, directors, school psychologists, and non-certified employees by a specified amount each school year through the 2011-2012 school year. Provides that for each school year thereafter, the reimbursement amount is the amount from the previous school year increased by a percentage increase equal to the percentage increase, if any, in the Employment Cost Index. Effective July 1, 2007.
Appropriates a total of $5,500,000 to the Department of Public Health, the Department of Human Services, the Department on Aging, the Department of Children and Family Services, and the Illinois State Board of Education for various activities in relation to suicide prevention. Effective July 1, 2007.
Amends the Eminent Domain Act. Provides that gradual elimination of nonconforming off-premises outdoor advertising signs over time, as permitted under Section 11-13-1 of the Illinois Municipal Code, shall be deemed just compensation for the signs under the Eminent Domain Act. Provides that the right to compensation for an eminent domain taking applies to the owner or owners of any lawfully erected off-premises outdoor advertising sign that is compelled to be removed (instead of altered or removed). Effective immediately.
Amends the Illinois Lottery Law. Provides that neither the Department of Revenue, the Lottery Control Board, the Governor, nor any other officer or employee of the executive branch of State government may sell, convey, lease, transfer, or otherwise dispose of any asset of the State Lottery with a fair market value of over $1,000,000. Further provides that the prohibition may not be defeated by splitting a unitary asset and attempting to make the disposition in parts and that any attempted disposition that violates the prohibition is void. Effective immediately.
