Creates the Green Infrastructure for Clean Water Act. Requires the Illinois Environmental Protection Agency to adopt comprehensive storm water management rules that meet certain requirements by July 1, 2012. Requires the Agency, beginning in 2010, to implement a storm water permit fee program adequate to support the adoption and implementation of State storm water regulations as required by the Act. Requires the Agency to establish a Statewide standard for storm water management programs in order to transition toward the use of green infrastructure as the predominant storm water management strategy. Requires the Agency to review its rules on the distribution of money from the Water Revolving Fund and to endeavor to establish new criteria which prioritize the use of green infrastructure in all projects involving storm water management and water efficiency.
Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.
Designates March 25, 2009 as Greek Independence Day.
Designates April 28, 2009 as Pay Equity Day in the State of Illinois.
Congratulates Sharon Seals on her retirement from School District 129 in Aurora.
Extends the reporting deadline for the task force created by House Joint Resolution 24 of the 95th General Assembly.
Urges Congress to continue funding victim assistance and compensation programs and programs for victim service providers through the Victims of Crime Act Fund.
Amends the Nurse Practice Act. Ratifies and adopts the Nurse Licensure Compact. Allows for reciprocity of licensure of licensed practical nurses and registered nurses among the states. Provides for administration of the Compact by the Nursing Act Coordinator. Provides that the licensing board shall participate in a Compact Evaluation Initiative designed to evaluate the effectiveness and operability of the Compact. Provides that the Compact does not relieve employers from complying with statutorily imposed obligations. Provides that the Compact does not supersede existing State labor laws. Makes changes relating to the purposes of the Compact. Effective January 1, 2010.
Designates the month of March 2009, and every March thereafter, as "Women's History Month" in the State of Illinois.
