CREDIT AGREEMENTS ACT-TECH

Amends the Credit Agreements Act. Provides that specified provisions shall not constitute a defense to a claim that arises out of bad faith conduct intended to unjustly benefit a creditor or a third party. Provides that the mere failure by a creditor to enter into a credit agreement with or to provide a written commitment to a debtor, without more, shall not constitute bad faith under specified provisions. Provides for the legislative intent of the General Assembly and that certain provisions apply to pending actions as well as actions commenced on or after the effective date of the amendatory Act. Effective immediately.

SCHOOL BUS SAFETY

Urges the United States Department of Transportation to request National Highway Traffic Safety Administration (NHTSA) to evaluate the NHTSA Office of Defects Investigation’s procedural and administrative duties in relation to the promptness and effectiveness of manufacturer recalls. Urges the Illinois Department of Transportation to review its procedures and duties to ensure that (1) school buses in Illinois are not being driven with recalled equipment and parts and (2) children being transported on school buses are safe.

IDENTITY PROTECTION ACT

Creates the Identity Protection Act. Prohibits a State or local government agency from using an individual's social security number in certain ways, subject to various exceptions. Requires each State or local government agency to develop and implement an identity- protection policy. Provides that any employee of a State or local government agency who intentionally violates the provisions of the Act is guilty of a Class B misdemeanor. Preempts the concurrent exercise of home rule powers. Imposes conditions on any rulemaking authority. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

VETERANS DAY HONOREES

Amends the State Commemorative Dates Act. Provides that Veterans Day honors the victory in all wars of all United States Armed Forces (now, United States Army, Navy, and Air Force).

STATE MONEYS-GOVMT SECURITIES

Amends the Deposit of State Moneys Act. Authorizes investment in repurchase agreements of government securities having the meaning set out in the Government Securities Act of 1986,"as now or hereafter amended or succeeded". Effective immediately.
