Amends the Illinois Vehicle Code to provide for the issuance, at no charge, of vehicle registration plates to vehicles owned and operated by private university or college law enforcement agencies. Provides that the plates shall contain the designation "university police" and shall be numbered and distributed as prescribed by the Secretary of State. Provides that the registration plates shall be utilized on any university or college law enforcement agency vehicle, except for motorized cycles and all-terrain vehicles. Effective immediately.

Amends the Illinois Vehicle Code. Provides that beginning with the 2014 registration year, the Secretary of State (instead of the General Assembly) may authorize the issuance of special plates. Provides that the Secretary may not issue a new series of special plates unless enough applications have been received to offset the cost of producing the special plate. Provides that if a special plate is authorized to raise funds for a specific cause and the Secretary has not received the required number of applications within 2 years of date the plate is approved, the Secretary may revoke its approval of the new special plate. Provides that the Secretary shall notify all law enforcement officials of the design, color, and other special features of any new plates it issues. Provides, with exceptions, that the new provisions shall not affect the issuance or reissuance of special plates in existence on the effective date of the amendatory Act or the Secretary's discretion to make special designations in relation to certain categories of plates. Provides that revenues from special plates shall benefit only designated charitable entities, which must be in compliance with specified requirements. Provides that in the case of a failure to comply with the requirements, the special plates shall be discontinued and any undisbursed funds collected from the sale of plates authorized for that organization shall be transferred to the General Revenue Fund. Provides that if fewer than 1,000 sets of any special plate are actively registered for 2 consecutive calendar years, the Secretary may discontinue the issuance of that special plate, discontinued plates shall be recalled, and owners of vehicles registered with recalled plates shall not be charged a reclassification or sticker replacement plate fee upon the issuance of new plates.

Amends the Illinois Controlled Substances Act and the Methamphetamine Control and Community Protection Act. Provides that a person who, in good faith, seeks or obtains emergency medical assistance for someone experiencing an overdose shall not be charged or prosecuted for Class 4 felony possession of a controlled, counterfeit, or look-alike substance, a controlled substance analog, or Class 3 felony methamphetamine if evidence for the possession charge was acquired as a result of the person seeking or obtaining emergency medical assistance. Provides that a person who is experiencing an overdose shall not be charged or prosecuted for Class 4 felony possession of a controlled, counterfeit, or look-alike substance, or a controlled substance analog, or in the case of methamphetamine Class 3 felony possession if evidence for the possession charge was acquired as a result of the person seeking or obtaining emergency medical assistance. Provides that the action of seeking or obtaining emergency medical assistance for an overdose may be used as a mitigating factor in a criminal prosecution for Class 3 felony or higher possession, manufacture or delivery of a controlled, counterfeit, or look-alike substance or a controlled substance analog, or in the case of methamphetamine Class 2 felony or higher possession, manufacture or delivery of methamphetamine. Effective immediately.
Recognizes the month of November as "Alzheimer's Disease Awareness Month" in the State of Illinois.
Amends the State Property Control Act and the Board of Higher Education Act. Provides that, with respect to public universities, the Department of Central Management Services may require a listing of equipment items only for those items valued in excess of $5,000. Provides that the requirement that State-supported institutions of higher education submit plans for capital improvements of non-instructional facilities to the Board of Higher Education for approval applies only to improvements that use State funds in whole or in part. Effective immediately.
