VEH CD-DELINQUENT REG FEE

Amends the Illinois Vehicle Code. Provides that the Secretary of State shall not impose a delinquent registration renewal fee unless the registered owner of the vehicle has been provided with notice, by postage mail or email, of the date the vehicle's registration expires and that a delinquent registration renewal fee of $20 may be imposed for failure to send an application for registration renewal within one month after the vehicle's registration expires. Effective immediately.

SALE OF UNPASTEURIZED MILK

Amends the Grade A Pasteurized Milk and Milk Products Act. Permits the sale and distribution of any milk or milk product for human use or consumption only if such milk or milk product has been produced and processed in accordance with rules adopted by the Department of Public Health. Requires the Department to adopt rules for the production and processing of unpasteurized milk or milk product. Provides that a seller or distributor is not liable for any injury caused to another person by that person's consumption of unpasteurized milk or milk product if that product has been produced and processed in accordance with the Department's rules.

AUTOMATED LICENSE PLATE CAMERA

Creates the Automated License Plate Recognition System Act. Defines "automated license plate recognition system" and limits the use of such systems to use by law enforcement personnel and their agencies for use in an ongoing investigation. Provides that data collected from use of the system may only be kept for 30 days after it was obtained unless necessary for an ongoing investigation. Provides that a violation of the Act is a Class A misdemeanor.

ANATOMICAL GIFTS-FETAL TISSUE

Amends the Illinois Anatomical Gift Act. Provides that the term "decedent" includes a deceased individual organism of the species homo sapiens from fertilization until live birth. Provides that notwithstanding any other provision of the Act, if the decedent is a fetus upon whom an abortion, as that term is defined in the Illinois Abortion Law of 1975, has been performed, then no part of the decedent's body may be used for any purpose specified in the Act.

INC TX-EDUCATION CREDIT

Amends the Illinois Income Tax Act. Increases the maximum amount of the education expense credit to $1,500 for taxable years beginning on or after January 1, 2016 and prior to January 1, 2017 (currently, the maximum is $500). For taxable years beginning on or after January 1, 2017, provides that the maximum amount of the education expense credit shall be increased annually by the percentage increase, if any, in the Consumer Price Index for All Urban Consumers. Effective immediately.

CONS FRAUD COPYRIGHT DEMAND

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice to claim that another has infringed upon a copyright if the claim falsely threatens adverse administrative or judicial action, the assertions lack a reasonable basis in fact or law, the person making the assertion is not, or does not represent, a person with a current right to license the copyright, or the claim fails to make certain other disclosures. Provides that a person who sends certain written communications bears liability or owes compensation to another person if: (1) the communication falsely states that litigation has been filed against the intended recipient; or (2) the assertions contained in the communication lack a reasonable basis in fact or law because the communication seeks compensation for a copyright that has been held invalid or unenforceable in a final, unappealable or unappealed, judicial or administrative decision. Provides that nothing in the provisions shall be construed to deem it an unlawful practice for any person who owns or has the right to license or enforce a copyright to: (1) advise others of that ownership or right of license or enforcement; (2) communicate to others that the copyright is available for license or sale; (3) notify another of the infringement of the copyright; or (4) seek compensation on account of past or present infringement or for a license to the copyright.

LOCAL GOVT-POST RECORDS

Amends the Local Records Act. Requires a unit of local government or school district with an annual budget of $1 million or more to maintain an Internet website and post to that website, for the current calendar or fiscal year, as the case may be, the following information: (1) contact information for elected and appointed officials; (2) notice of and materials prepared for regular and emergency meetings; (3) procedures for requesting information from the unit of local government or school district; (4) annual budget; (5) ordinances under which the unit of local government or school district operates; (6) procedures to apply for building permits and zoning variances; (7) financial reports and audits; (8) information concerning employee compensation; (9) contracts with lobbying firms; (10) taxes and fees imposed by the unit of local government or school district; (11) rules governing the award of contracts; (12) bids and contracts worth $25,000 or more; (13) campaign contributions made by a vendor; (14) a debt disclosure report; and (15) public notices. Sets forth requirements concerning a searchable expenditure and revenue database. Provides that any citizen who is a resident of the unit of local government or school district may bring a mandamus or injunction action to compel the unit of local government or school district to comply with the Internet posting requirements. Provides a posting in perpetuity clause. Limits home rule powers. Amends the Civil Administrative Code of Illinois. Clarifies that the webmaster must compile and update the ITAP database with information from all units of local government and school districts. Amends the State Mandates Act to require implementation without reimbursement. Contains a severability clause. Effective immediately.

CONDO OMBUDSPERSON-VARIOUS

Amends the Condominium and Common Interest Community Ombudsperson Act. Makes numerous technical and substantive changes in provisions concerning: definitions; the Office of the Condominium and Common Interest Community Ombudsperson; the Office's website; the written policy for receiving complaints; requests for assistance; dispute resolution; confidentiality; and reporting requirements. Repeals a Section concerning registration. Effective July 1, 2016.

COM COL-SEVERANCE AGREEMENT

Amends the Public Community College Act. Provides that no State moneys from any State funds, proceeds of property tax levies, or student tuition funds may be used to pay for a severance agreement entered into by a board of trustees of a community college district with an employee of the community college district. Provides that a board that pays a severance amount to a district employee greater than the sum of one year's salary and benefits for that employee is prohibited from increasing the district's property tax levy, tuition, or fees for a number of years as calculated as follows: the result, rounded up to the next whole number, of the total severance amount paid to the employee divided by the sum of one year's salary and benefits for that employee. Effective immediately.
