Amends the Unified Code of Corrections. Provides that an offender placed on supervision, probation, or mandatory supervised release for an offense committed on or after the effective date of the amendatory Act that would qualify the accused as a child sex offender shall, as a condition of that supervision, probation, or mandatory supervised release, refrain from communicating with or contacting, by means of the Internet, a person who is not related to the accused and whom the accused reasonably believes to be under 18 years of age. Effective immediately.

Amends the Interagency Wetland Policy Act of 1989. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Provides that any component of residential property that is specifically designed and built for persons with disabilities in compliance with the accessibility guidelines and standards of the United States Architectural and Transportation Barriers Compliance Board (the "Access Board"), the construction of which is commenced on or after the effective date of this amendatory Act, is exempt from property taxes. Exempts the components of new construction as well as new components installed in existing residential property that meet Access Board standards to the extent of the value added by the components. Amends the State Mandates Act to require implementation without reimbursement from the State. Effective January 1, 2006.
Amends the Executive Reorganization Implementation Act. Makes a technical change in a Section concerning the short title.
Amends the School Code. In school districts other than the Chicago school district, reduces the probationary period of time before a teacher enters upon contractual continued service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Insurance Code. Removes a repeal date from a Section concerning the Standard Non-forfeiture Law for Individual Deferred Annuities. Effective immediately.
Extends the reporting deadline for the Joint Task Force on Deaf and Hard of Hearing Education Options from January 1, 2007 to December 31, 2007.
Amends the School Code and the Critical Health Problems and Comprehensive Health Education Act. Removes a provision that requires a sex education course that discusses sexual intercourse to have course material and instruction to advise pupils of the Abandoned Newborn Infant Protection Act and to provide information about responsible parenting and the availability of confidential adoption services. Provides instead that the Comprehensive Health Education Program must provide course material and instruction to advise pupils of the Abandoned Newborn Infant Protection Act and to provide information about responsible parenting and the availability of confidential adoption services. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a child sex offender to knowingly operate, manage, be employed by, volunteer at, be associated with, or knowingly be present at a day care center, a part day child care facility, or a school providing before and after school programs for children under 18 years of age, with certain exceptions.
Amends the Retirement Systems Reciprocal Act of the Illinois Pension Code. In the definition of "pension credit", provides that the one-year limitation does not apply to credits and equities in the Illinois Municipal Retirement Fund for contributions, earnings, or service as a teacher aide for transfer of those credits and equities to the Teachers' Retirement System of the State of Illinois. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
