SPORTS FACILITY-NAMING RIGHTS

Amends the Chicago Park District Act and the Illinois Sports Facilities Authority Act. Removes the authority to sell, convey, lease, or grant a permit or license with respect to the right to name a facility that is under the direction of the Chicago Park District or the Illinois Sports Facilities Authority. Effective immediately.

DHS-MENTAL HLTH-DUPAGE COUNTY

Amends the Mental Health and Developmental Disabilities Administrative Act. Requires the Department of Human Services to establish in DuPage County 2 group homes, each housing 4 residents with similar diagnoses of mental illness and requiring similar intermittent care. Provides for rental of the homes to a third party who will provide necessary services to the residents of the homes.

INS EMOTIONAL DISORDERS

Amends the Illinois Insurance Code and the Health Maintenance Organization Act. Provides that coverage requirements regarding emotional disorders apply under the Health Maintenance Organization Act. Extends coverage requirements to individual policies. Requires coverage for anorexia nervosa, bulimia nervosa, and post-traumatic stress disorder. Increases from 35 to 60 the number of covered outpatient visits per year. Deletes a provision eliminating coverage requirements for serious mental disorders on January 1, 2006. Effective immediately.

CRIM PRO-DNA-TECH

Amends the Code of Criminal Procedure of 1963. Makes a technical change in the Section that permits the defendant to make a motion for fingerprint or forensic DNA testing on evidence that was secured in relation to the trial that resulted in his or her conviction, but that was not subject to testing because the technology for testing was not available at the time of trial.

FINANCE-FUND TRANSERS

Amends the State Finance Act. Provides that no transfers may be made, in order to help defray the State's operating costs for the fiscal year, from the Road Fund or the State Construction Account Fund on or after the effective date of this amendatory Act. Effective July 1, 2004.

DOMEST BATTERY-CHILD PRESENCE

Amends the Criminal Code of 1961 and the Unified Code of Corrections. Provides that a defendant who commits any of certain specified offenses against a family or household member in the presence of any child under 16 years of age (rather than a child who is the defendant's or victim's child or a step child or who is a minor child residing within the household of the defendant or victim) is liable for the cost of counseling required for the child at the discretion of the court and must serve a mandatory minimum imprisonment term of 10 days or perform 300 hours of community service, or both.

GAMBLING-CODE OF CONDUCT

Amends the Riverboat Gambling Act. Prohibits a former member or employee of the Illinois Gaming Board from accepting employment or receiving compensation from an employer that (1) is an organization licensee under the Illinois Horse Racing Act of 1975 or an owners licensee under the Riverboat Gambling Act or (2) derives 50% or more of its gross income from one or more contracts with one or more organization licensees or owners licensees under the Riverboat Gambling Act for at least 2 years. Prohibits a former member or former employee of the Gaming Board whose principal duties were directly related to procurement from engaging in a procurement activity relating to the board for 2 years. Creates a code of conduct for members and employees of the Illinois Gaming Board. Prohibits certain conduct by those persons that may cause or have the appearance of causing a conflict of interest. Effective immediately.
