Amends the Illinois Income Tax Act. Provides income tax deductions for contributions to and interest on a health savings account, established under the Medicare Prescription Drug, Improvement and Modernization Act of 2003. Effective immediately.

Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning the short title.
Amends the Children's Health Insurance Program Act and the Illinois Public Aid Code. Under the Children's Health Insurance Program Act, provides that on and after July 1, 2006, the Department of Healthcare and Family Services shall implement the following: (1) a capitated managed care system for selected populations of persons in certain counties surrounding Cook County and in certain counties in southern Illinois, under which the State pays a fixed amount per individual per month to a third-party entity to manage the program of health care benefits and assume the risk associated with the payment of medical bills without regard to the actual medical claims incurred; (2) a primary care case management (PCCM) system for selected populations of persons in the remaining counties of the State other than Cook County, under which each participant has one health care provider who is responsible for managing all aspects of the participant's medical care; and (3) a PCCM system for selected populations of persons in Cook County. Requires the Department to file a report describing a mechanism for achieving a transition to a capitated managed care system for persons in Cook County by July 1, 2007. Requires that the populations selected for participation in the various systems must include, at a minimum, all persons eligible for benefits under the Children's Health Insurance Program Act. Provides that the Department may implement similar capitated managed care systems and primary care case management systems for Medicaid recipients under the Illinois Public Aid Code. Effective immediately.
Amends the Illinois Vehicle Code. Provides that the driver's license of a person who is in arrears in child support in the amount of $40,000 or more shall be suspended until the arrearage is paid; in the interim, the person may receive a restricted family financial responsibility driving permit that allows the person to drive for employment, alcohol or drug treatment, or medical care, at designated times, and on designated routes if the person shows by clear and convincing evidence that no alternative means of transportation are reasonably available. Amends the Marriage and Dissolution of Marriage Act, the Non-Support Payment Act, and the Illinois Parentage Act of 1984 to provide that, if a person has been adjudicated to be in arrears in the amount of $40,000 or more for child support, the court shall suspend the driver's license of that person until the arrearage is paid and that the court may issue a restricted family financial responsibility driving permit to the person. Effective immediately.
Amends the Criminal Victims' Asset Discovery Act. Changes the short title of the Act to the Criminal Victims' Asset Discovery and Escrow Account Act. Provides that the Act applies to persons convicted of violent crimes (rather than first degree murder, a Class X felony, or aggravated kidnapping). Provides that a person contracting with any person or the representative or assignee of any person convicted of a violent crime in this State, with respect to the reenactment of the violent crime, by way of a movie, book, magazine article, tape recording, phonograph record, radio or television presentation, or live entertainment, or from the expression of the convicted person's thoughts, feelings, opinions, or emotions regarding the crime if the expression represents the primary contents of a movie, book, magazine article, tape recording, phonograph record, radio or television presentation, or live entertainment, shall submit a copy of the contract to the Attorney General and pay over to the Attorney General any moneys that would otherwise, by terms of the contract, be owing to the person convicted or the person's representatives. Provides that the Attorney General shall deposit the moneys in an escrow account for the benefit of and payable to any victim or the legal representative of any victim of violent crimes committed by the convicted person, if the victim, or the legal representative of the victim, within 5 years from the establishment of the escrow account, brings a civil action and recovers a money judgment for damages against the person or the person's representatives. Amends the Violent Crime Victims Assistance Act and the Code of Civil Procedure to make conforming changes.
Amends the Children's Mental Health Act of 2003. Makes a technical change in a Section concerning a children's mental health plan.
Amends the Animal Welfare Act. Sets forth administrative fines for violating or aiding in the violation of any provision of the Act or any rule adopted under the Act by the Department of Agriculture. Effective immediately.
Amends the State Finance Act. Deletes any authority to make transfers in FY07 from the Grade Crossing Protection Fund (misdesignated as the Grade Crossing Prevention Fund) to the General Revenue Fund. Requires any transfers that have been made to be retransferred. Effective immediately.
Amends the Illinois Marriage and Dissolution of Marriage Act. Makes a technical change in a Section concerning child support.
Amends the Riverboat Gambling Act. Prohibits a former member or employee of the Illinois Gaming Board from accepting employment or receiving compensation from an employer that (1) is an organization licensee under the Illinois Horse Racing Act of 1975 or an owners licensee under the Riverboat Gambling Act or (2) derives 50% or more of its gross income from one or more contracts with one or more organization licensees or owners licensees under the Riverboat Gambling Act for at least 2 years. Prohibits a former member or former employee of the Gaming Board whose principal duties were directly related to procurement from engaging in a procurement activity relating to the board for 2 years. Creates a code of conduct for members and employees of the Illinois Gaming Board. Prohibits certain conduct by those persons that may cause or have the appearance of causing a conflict of interest. Effective immediately.
