NEWBORN INFANT PROTECTN-SIGNS

Amends the Abandoned Newborn Infant Protection Act. Provides that every hospital, fire station, emergency medical facility, and police station that is required to accept a relinquished newborn infant in accordance with the Act must post a sign in a conspicuous place on the exterior of the building housing the facility informing persons that a newborn infant may be relinquished at the facility in accordance with the Act. Requires the Department of Children and Family Services to prescribe specifications for the signs and for their placement that will ensure statewide uniformity. Effective immediately.

TREAS-INVESTMENT TRANSPARENCY

Amends the State Treasurer Act. Requires the Treasurer to post information on his or her official website concerning the investment of public funds. Sets forth the required information. Does not require posting of information that is exempt from inspection and copying under the Freedom of Information Act.

SEX &VIOL OFF YOUTH-LIBRARIES

Amends the Sex Offender Community Notification Law and the Child Murderer and Violent Offender Against Youth Registration Act. Provides that the local law enforcement agencies having jurisdiction shall disclose to libraries located within their jurisdictions the name, address, date of birth, place of employment, school attended, and offense or adjudication of all sex offenders and violent offenders against youth required to register in their jurisdictions under the Acts. Effective immediately.

SEX OFFENDER-INTERNET IDENTITY

Amends the Sex Offender Registration Act. Provides that when a sex offender registers with the appropriate law enforcement agency, he or she shall provide the law enforcement agency with all e-mail addresses, instant messaging identities, chat room identities, and other Internet communications identities that the sex offender uses or plans to use, all Uniform Resource Locators (URLs) registered or used by the sex offender, and all blogs and other Internet sites maintained by the sex offender or to which the sex offender has uploaded any content or posted any messages or information. Amends the Sex Offender Community Notification Law. Provides for disclosure of such information to the public. Effective immediately.

POLICE TRAINING-AUTISM

Amends the Illinois Police Training Act. Provides that the curriculum for probationary police officers in all certified schools shall include a block of instruction aimed at identifying and interacting with persons with autism and other developmental disabilities, reducing barriers to reporting crimes against persons with autism, and addressing the unique challenges presented by cases involving victims or witnesses with autism and other developmental disabilities.

MNTL HLTH-INVOLUNTARY TREATMNT

Amends the Mental Health and Developmental Disabilities Code. Changes references from "authorized involuntary treatment" to "electroconvulsive therapy or psychotropic medication". Provides that an adult recipient of mental health services, or the recipient's guardian, and the recipient's substitute decision maker must be informed of the recipient's right to refuse electroconvulsive therapy. Provides that a court may, in its discretion, appoint a guardian ad litem for a recipient before the court or authorize an existing guardian of the person to monitor treatment and compliance with court orders in connection with the administration of psychotropic medication and electroconvulsive therapy. Provides that upon the commencement of mental health services, or as soon thereafter as the condition of the recipient permits, the facility must advise the recipient as to the circumstances under which the law permits the use of electroconvulsive therapy. Amends the Clerks of Courts Act and the Health Care Surrogate Act to make conforming changes. Effective immediately.

FORENSIC PSYCHIATRY FELLOWSHIP

Creates the Forensic Psychiatry Fellowship Training Act. Provides that the University of Illinois at Chicago shall expand its focus on enrolling, training, and graduating forensic mental health professionals by creating a forensic psychiatry fellowship training program at its College of Medicine. Contains provisions concerning the powers and duties of the University of Illinois at Chicago under the program, program curriculum, and State funding. Effective immediately.
