Amends the Chicago Teachers Article of the Illinois Pension Code. Changes the method for calculating validated service. Limits the amount of pension credit that may be granted each year. Authorizes deductions for omissions made in prior pay periods. Requires deductions to be made whenever salary represents pay for a day or part of a day (rather than pay for 5 days). Makes other changes concerning the administration of payroll deductions. Requires employers to cause the Fund to receive all payroll records and pension contributions (rather than just pension contributions) within 30 calendar (rather than 15 business) days after each predesignated payday. Makes other changes concerning the payment and certification of salary deductions. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2011.

Creates the Prepaid Wireless 9-1-1 Surcharge Act. Provides for a prepaid wireless 9-1-1 surcharge of 1.5% per retail transaction. Provides that a home rule municipality with a population of more than 500,000 that was imposing its own surcharge on wireless carriers prior to July 1, 1998, may impose a prepaid wireless 9-1-1 surcharge not to exceed 6% per retail transaction sourced to that jurisdiction. Defines "retail transaction". Sets forth the requirements and procedures for sellers to collect and remit the prepaid wireless 9-1-1 surcharge. Exempts providers and sellers of prepaid wireless telecommunications service from liability for damages under specified circumstances. Preempts home rule powers. Contains other provisions. Amends the Wireless Emergency Telephone Safety Act. Removes from the definition of "wireless telephone service" prepaid wireless telephone service. Deletes certain provisions concerning surcharges for prepaid wireless telephone service. Extends the repeal of the Act to January 1, 2019. Provides that the term "wireless subscriber" does not include a subscriber with an account or number associated with prepaid wireless telecommunication service. Makes other changes. Effective July 1, 2011.
Creates the Veterans' Monument Protection Act. Prohibits any business or recyclable metal dealer, as defined in the Recyclable Metal Purchase Registration Law, to purchase, accept, or give anything of value in exchange for any metal taken from the grave marker of a veteran. Provides that a business or recyclable metal dealer who commits a violation of the Act is guilty of a business offense and shall be fined a maximum of $1,000 per grave marker. Provides that upon discovering that metal from the grave marker of a veteran is missing, a cemetery official shall notify the local law enforcement agency and, if possible, the family of the deceased veteran. Effective immediately.
Amends the Mental Health and Developmental Disabilities Code, the Mental Health and Developmental Disabilities Confidentiality Act, and the Probate Act of 1975. Adds provisions concerning: (i) the administration of psychotropic medication and electroconvulsive therapy on an inpatient and outpatient basis; (ii) the right of a community mental health provider or inpatient mental health facility to be represented by counsel during a respondent's commitment proceedings; (iii) the transportation of a mental health patient by a licensed ambulance service; (iv) the filing of an involuntary admission petition prior to the expiration of an agreed order for outpatient admission; (v) a respondent's right to object to a motion for voluntary dismissal; (vi) the extension of an order for admission on an outpatient basis; (vi) the right of a guardian ad litem to inspect and copy any medical or mental health records; and other matters. Effective immediately.
Amends the Vital Records Act. Provides that the person responsible for completing the medical certification of cause of death for a death certificate must note the presence of methicillin-resistant staphylococcus aureus if it is a contributing factor to or the cause of death. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the sexual exploitation of children.
Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning the definition of "mental retardation".
Amends the Illinois Lake Management Program Act. Adds an Illinois congressional delegation member, or his or her designee, to be appointed by the Governor to the Task Force on the Conservation and Quality of the Great Lakes. Provides that no later than June 1 of each year, the Task Force shall submit a report to the General Assembly outlining its recommendations concerning legislative actions to protect the water quality and supply of the Great Lakes. Effective immediately.
Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.
Amends the Truth in Health Care Professional Services Act. Provides that health care professionals and licensee as defined in the Truth in Health Care Professional Services Act applies to individuals who work in a hospital or in an ambulatory surgical treatment center as defined by the Ambulatory Surgical Treatment Center Act. Effective immediately.
