EPA-CLEAN AIR PERMIT RENEWAL

Amends the Environmental Protection Act. Provides that if a complete application for the renewal of a Clean Air Act permit is submitted to the Illinois Environmental Protection Agency 90 or fewer days before the permit expires, then the applicant must pay a $5,000 late-filing fee and the terms and conditions of the permit must remain in effect until final administrative action has been taken by the Agency on that application. Provides that if a complete application for the renewal of a Clean Air Act permit is submitted after the permit expires, then the Agency may allow the terms and conditions of the permit to remain in effect, and, if that authorization is granted, then the applicant must pay a $10,000 late-filing fee.

WORK COMP-OD-FIREFIGHTER-EMT

Amends the Workers' Compensation Act and the Workers' Occupational Diseases Act. Restricts specific rebuttable presumptions to firefighters and emergency medical technicians or paramedics who are cross trained as firefighters.

INC TX-EX OFFENDER

Amends the Illinois Income Tax Act. In a Section concerning a credit for wages paid to ex-felons, removes a provision providing that the credit may not exceed $600 for each qualified ex-offender. Provides that the credit is exempt from the Act's automatic sunset. Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that each Agreement entered into on or after the effective date of the amendatory Act shall contain a provision stating that the Applicant shall establish a goal of hiring qualified ex-offenders so that no less than 10% of the jobs created or retained under the Agreement are filled by qualified ex-offenders. Effective immediately.

PAWN-CONSIGN, RECYCLABLE METAL

Amends the Pawnbroker Regulation Act. Changes the short title of the Act to the Pawnbroker, Consignment Shop, Secondhand Shop, and Recyclable Metal Shop Regulation Act. Provides for the licensure and regulation of consignment shops, secondhand shops, and recyclable metal shops in the same manner as pawnshops. Defines "consignment shop", "secondhand shop", and "recyclable metal shop". Amends the Recyclable Metal Purchase Registration Law. Changes the definition of "recyclable metal" to include gold, silver, platinum, or other precious metal used in jewelry, and "recyclable metal dealer" to include any business whose primary purpose is the purchase and sale of precious metals, secondhand jewelry, or items that contain precious metals. Effective immediately.

GRANT FUNDS RECOVERY ACT

Amends the Illinois Grant Funds Recovery Act. Adds to the list of requirements on a grant application. Provides that a grant agreement must contain proof of either the existence of a line of credit or the financial solvency of the grantee. Prohibits the award of a grant if a family relationship exists between the grantee or its leadership and the funding agency. Provides that all administrators and service providers must be appropriately credentialed in their respective fields. Sets requirements concerning quarterly updates and reports to the grantor agency. Provides that if the funds received from the grant are used to provide State services, then the clients for recipients of those services may not be charged an additional fee for those services.

PRIVATE DETECTIVES-SUNSET

Amends the Regulatory Sunset Act. Extends the repeal of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 from January 1, 2014 to January 1, 2024. Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Makes changes to provisions concerning definitions, legislative intent, issuance of license, unlawful acts, exemptions, qualifications for licensure under the Act, training for private security contractors and employees, uniforms, consumer protection, inspection of facilities, renewal of licenses, employee requirements, employment requirements, requirement for a firearm control card and training, armed proprietary security forces, injunctive relief, discipline, submission to physical or mental examination, complaints, investigations, and hearings, suspension of licenses, restoration of licenses, unlicensed practice, the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board, powers and duties of the Department of Financial and Professional Regulation, and confidentiality. Effective immediately.

WEIGHTS AND MEASURES

Amends the Weights and Measures Act. Provides that weights and measures or weighing and measuring devices used for commercial or law enforcement purposes must have a Certificate of Conformance or have been certified by the Department or the city sealer on or before July 1, 2012. Provides that any apparatus certified by the Department or city sealer as of July 1, 2012 satisfies construction and installation requirements. Provides that the Department shall furnish an identification plate for registration and tracking purposes for any type of weight or measure or weighing or measuring device is impracticable to mark as required by the Act. Effective immediately.
