Creates the Family Caregivers Support Coordinating Council Act. Creates the Family Caregivers Support Coordinating Council to coordinate statewide planning, development, and implementation of family caregiver support services. Provides for the appointment of Council members by the Governor. Requires the Council to solicit and gather concerns of family caregivers by conducting surveys, holding public hearings, establishing a telephone hotline for public access, and other appropriate means and to perform other functions.

Amends the Illinois Income Tax Act. Provides that, beginning with taxable years ending on or after December 31, 2003, each taxpayer that is a small business, defined as a business that (i) has 14 employees or less and (ii) has a gross income, for federal income tax purposes, of $3,000,000 or less in the taxable year, is entitled to an income tax credit in the amount of 50% of the amount spent by the taxpayer in the taxable year, up to a maximum credit of $2,500 in the taxable year, for modifications to or the purchase of assistive devices for people with disabilities to improve their functional capabilities on the job. Provides that the tax credit may not reduce the taxpayer's liability to less than zero but may be carried forward for 5 taxable years. Exempts the credit from the sunset provisions of the Act. Effective immediately.
Amends the Community Services Act. Provides that whenever any appropriation, or any portion of an appropriation, for any fiscal year relating to the funding of any State-operated facility operated by the Office of Developmental Disabilities within the Department of Human Services or any mental health facility operated by the Office of Mental Health within the Department is reduced because of any of the following reasons, those moneys must be directed toward providing other services and supports for persons with developmental disabilities or mental health needs: (1) closing of a State-operated facility; (2) reduction of the number of available beds in a State-operated facility; or (3) reduction in the number of staff at a State-operated facility. Provides for the appointment of a Funding Reinvestment Advisory Task Force to assist the Department of Human Services in implementing these provisions. Effective immediately.
Amends the Mental Health and Developmental Disabilities Administrative Act. Adds a caption to a Section concerning the legislative purpose of the Act.
Amends the Property Tax Code. Provides that, notwithstanding any other provision of the Code, if a school district adopts, in a fiscal year, an additional or supplemental budget as a result of the voters in the school district having voted in favor of an increase in the annual tax rate for educational or operations and maintenance purposes or both at an election held after the adoption of the annual school budget adopted in that fiscal year, the county clerk shall include, in the extension of taxes made during that fiscal year, the extension of taxes for the supplemental or additional budget adopted by the school district.
Appropriates $2 from the General Revenue Fund to the Department of Human Services for expenses. Effective July 1, 2004.
Amends the Department of Human Services Act. Requires the Department to conduct and make available to the public a comprehensive review of State services and supports for persons with disabilities. Specifies the minimum content of the review. Effective immediately.
