Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department shall develop a recovery oriented system for delivering State-funded and State-oriented services to persons with mental illness. Sets forth that services to persons with mental illness include impatient, outpatient, community, and office settings. Requires the Department to report to the Senate Health and Human Services Committee and the House Special Committee on Fee-for-Service Initiatives, or their successor committees, no later than January 1, 2006. Makes other changes. Effective July 1, 2005.
