Amends the Public Community College Act. Allows the board of trustees of a community college district to establish and offer a baccalaureate degree program and confer a bachelor's degree if specified conditions are met. Requires the board of trustees to demonstrate that the community college district has the expertise, the resources, and sufficient student demand to offer a baccalaureate degree. Sets forth the application requirements. Prohibits a community college district from using semester credit hours generated in a baccalaureate degree program for certain grants. Sets forth limitations on community college districts for establishing baccalaureate programs. Requires a community college district that offers a baccalaureate degree program to submit an annual report to the Illinois Community College Board. Requires the Illinois Community College Board and the Board of Higher Education to conduct a statewide evaluation of all baccalaureate degree programs established under the amendatory Act and report the results of the evaluation on or before 5 years after the effective date of the amendatory Act, in addition to being made publicly available online. Effective immediately.

Amends the Mental Health and Developmental Disabilities Administrative Act. Requires the Department of Human Services to file an amendment to the Home and Community-Based Services Waiver Program for Adults with Developmental Disabilities that shall include an increase in the rate methodology sufficient to provide for a wage rate of 150% of the statewide, regional, or local minimum wage for services delivered on or after January 1, 2027, for all direct support personnel and all other frontline personnel who are not subject to the Bureau of Labor Statistics' average wage increases and who work in residential and community day services settings. Provides that for services delivered on or after January 1, 2027, the rates shall include adjustments to employment-related expenses as defined by rule by the Department. Requires the Department to adopt rules, including emergency rules, to implement the rate increases. Contains provisions on benchmark rates for therapy and counseling for adults with intellectual and developmental disabilities; tiered rates for community day services; community integration supports for community day services; and benchmark rates for CILA transportation cost and for the supported employment program for adults with intellectual and developmental disabilities. Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to submit a Title XIX State Plan amendment to the federal Centers for Medicare and Medicaid Services that shall include an increase in the rate methodology sufficient to provide for a wage rate of 150% of the statewide, regional, or local minimum wage for services delivered on or after January 1, 2027, for all direct support personnel and all other frontline personnel at ID/DD and MC/DD facilities. Provides that the State Plan amendment shall provide wage increases for all residential non-executive direct care staff. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Changes the definitions of "harassment" to include, among other actions, doxing, electronic tracking, and nonconsensual creation, dissemination, or threatening the dissemination of electronically generated or digitally altered content pertaining to the petitioner. Requires a county (not just counties with more than 250,000 in population) to provide remote access to a hearing on a protective order to include relevant witnesses besides the petitioner and respondent. Creates additional remedies for the court to grant in a domestic violence order of protection. Requires that any motion to extend a plenary order must be filed on or before the expiration date, and the plenary order remains in effect after filing until its original expiration date or until the motion is presented or heard, whichever is later. Requires a plenary order to be extended if the court finds that since entry of the plenary order there has been no material change in the relevant circumstances as required by law, and an extension of a plenary order may be granted for any fixed period of time or indefinitely until the plenary order is vacated or modified. Provides that if the motion to extend the plenary order is uncontested, petitioner's motion or affidavit stating that there has been no material change in relevant circumstances since entry of the order and stating the reason for the requested extension is sufficient for the court to extend the plenary order for any length of time, including indefinitely. Provides that the court may grant a contested request for an extension of the plenary order for more than 2 years for good cause. Provides that a violation of the original order or a subsequent incident of abuse is not required to grant the extension or determine the length of the extension, and compliance with the original order does not negate the basis or length of the extension. Amends the Illinois Domestic Violence Act of 1986. Makes conforming changes.
Amends the Adult Protective Services Act. Expands the list of mandated reporters to include investment advisers, investment adviser representatives, dealers and salespersons, and employees of financial institutions who have direct contact with eligible adults who are clients of the financial institution and have access to the financial information of the institution's clients. Permits a financial institution to place a transactional hold on an eligible adult's account if the institution's employees have a reasonable suspicion that a transaction or disbursement from the eligible adult's account may involve, facilitate, result in, or contribute to financial exploitation of the eligible adult. Provides that transactional holds must be followed by an internal review that satisfies the internal policies of the financial institution that issued the hold. Further provides that a financial institution that uses a transactional hold must create internal policies regarding identifying and reporting financial exploitation of eligible adults and transactional holds. Contains provisions on the duration of initial transactional holds and extended transactional holds; requirements on notification to law enforcement, especially in cases involving financial fraud that is outside the Act's scope; civil immunity for any financial institution and its employees who place a transactional hold on an eligible adult's account in good faith; mandated reporter training for specified employees of a financial institution; and other matters. Makes conforming changes to the Illinois Securities Law of 1953, the Illinois Banking Act, the Savings Bank Act, Illinois Credit Union Act, and the Criminal Code of 2012. Effective January 1, 2027.
Creates the Limitations on Facility Fees Act. Provides that no health care provider shall charge, bill, or collect a facility fee, except for: (i) services provided on a hospital's campus; (ii) services provided at a facility that includes a licensed hospital emergency department; or (iii) emergency services provided at a freestanding emergency center. Provides that, except as specified, no health care provider shall charge, bill, or collect a facility fee for: (i) outpatient evaluation and management services; or (ii) any other outpatient, diagnostic, or imaging services identified by the Department of Public Health. Requires the Department to annually identify services subject to the limitations on specified facility fees that may reliably be provided safely and effectively in settings other than hospitals. Sets forth provisions concerning reporting, rulemaking, and enforcement of the Act. Amends the Fair Patient Billing Act to make a conforming change. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any person who violates the Limitations on Facility Fees Act commits an unlawful practice.

In provisions relating to the annual report that is required for each law enforcement agency receiving a grant for officer-work body cameras, removes requirements that the report must include specified information relating to each recording used in prosecutions of conservation, criminal, or traffic offenses or municipal ordinance violations and specified information related to recordings used in a civil proceeding or internal affairs investigation.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that sovereign immunity from civil suit in federal court is waived consistent with specified provisions of Title 23 of the United States Code and limited to the compliance, discharge, or enforcement of a responsibility assumed by the Department of Transportation under the Law. Provides that the provision applies only to actions that are authorized under the law and does not create liability that exceeds the liability created under specified provisions of Title 23 of the United States Code.
Amends the Public Funds Investment Act. Permits public agencies to invest public funds in any security that matures or that may be tendered for purchase at the option of the holder within not more than 7 years of the date on which it is acquired and that has the highest rating category (AAA) or the second highest rating category (AA) assigned by Standard & Poor's Corporation, Moody's Investors' Services, or other similar nationally recognized statistical rating organization. Effective immediately.
