Amends the School Code. In provisions concerning contractual continued service in school districts other than the Chicago school district, adds an exception to the probationary period of 4 consecutive school terms for a teacher who is first employed as a full-time teacher by a school district on or after the effective date of the amendatory Act but who, prior to employment with the district, already entered upon contractual continued service in another school district, in which case the probationary period is 2 consecutive school terms. Makes a similar change with respect to a teacher employed in a program of a special education joint agreement. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the School Code. Provides that each school board employing an employee who is an elected trustee of the Illinois Municipal Retirement Fund shall make available to the elected trustee at least 20 days of paid leave of absence per year for the purpose of attending meetings of the Fund's Board of Trustees, committee meetings of the Board, and seminars regarding issues for which the Board is responsible. The Illinois Municipal Retirement Fund shall reimburse affected school districts for the actual cost of hiring a substitute employee during such leaves of absence. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens and changes the title of the exemption to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption. Effective immediately.
Amends the Unified Code of Corrections with respect to crime laboratory analysis fees. In the definition of "crime laboratory", provides that it must be formally accredited and must regularly employ persons who conduct analyses and provide testimony with respect to drug identification, latent fingerprint analysis, and DNA analysis. Also provides that the term "crime laboratory" means any "laboratory or laboratory system" (rather than any "not for profit laboratory"). Excludes from the definition of "crime laboratory" a laboratory operated by the Illinois Department of State Police. Enumerates additional offenses for which a guilty offender must pay a fee and increases those fees to varied amounts depending on the offense. Establishes that fees collected on behalf of the State pursuant to other specified Sections under the Act render the State ineligible to receive crime laboratory analysis fees. Permits the clerk of the circuit court to retain $10 from each collected analysis fee and deposit it into the Circuit Court Clerk Operation and Administrative Fund when a unit of local government has not established a crime laboratory fund. Provides that laboratories using a crime laboratory fund must have and file documented procedures and policies concerning its response to discoveries of misconduct or incompetence and claims of innocence by convicted prisoners. Makes other changes.
Amends the Property Tax Code. In provisions concerning the platting and subdividing of property into lots in counties with less than 3,000,000 inhabitants, provides that, prior to the initial sale of any platted lot, the assessed valuation of platted and subdivided property that (i) does not contain a completed habitable structure and (ii) is not used for business, commercial, or residential purposes shall be the assessed value assigned to the property when last assessed prior to its last transfer or conveyance. These changes apply only through December 31, 2011. Makes other changes. Effective immediately.
Amends the Cigarette Tax Act and the Cigarette Use Tax Act. Provides that tax stamps sold on or after January 1, 2011 must be counterfeit-resistant and encrypted with certain information. Provides that the stamps shall (i) be produced in a secure facility certified in accordance with the security assistance standards established in 2005 by the American National Standards Institute and the North American Security Products Organization, (ii) incorporate a minimum of 4 layers of overt, semi-covert, and covert data, and (iii) instantaneously capture encrypted data. Requires distributors to acquire certain necessary equipment and provide the encrypted data to the Department of Revenue in the form and manner required by the Department. Requires the Department of Revenue to retain the data using a secure system. Provides that any distributor having stamped packages of cigarettes in his or her possession on January 1, 2011 may continue to possess, deliver, or distribute those stamped cigarettes. Effective immediately.
Amends the Property Tax Code. In a provision concerning payments from the Indemnity Fund, provides that petitions for indemnity must be filed no later than 10 years after the tax deed was issued. Effective immediately.
Amends the Criminal Code of 1961 in relation to child pornography. Provides that the commission of the offense by filming or videotaping or creating a moving image or possession of such films, videotapes, or moving images is a felony one class higher than photographing or possessing photographs of child pornography. Provides that telecommunications carriers, commercial mobile service providers, and providers of information services, including, but not limited to, Internet service providers and hosting service providers, are not liable under the child pornography statute, except for willful and wanton misconduct, by virtue of the transmission, storage, or caching of electronic communications or messages of others or by virtue of the provision of other related telecommunications, commercial mobile services, or information services used by others in violation of the child pornography statute.
Amends the Illinois Income Tax Act. Provides that the form prescribed by the Department of Revenue for estimated tax payments due on or after April 15, 2010 may not include the taxpayer's social security number. Effective immediately.
Amends the Downstate Forest Preserve District Act. Excepts the following types of contracts from competitive bidding requirements: professional or technical services, utilities, technology integration, printed matter, those not adapted to bidding, single source, repairs by the manufacturer or its agent, and emergency. Effective immediately.
