Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the unlawful use of weapons.
Amends the Department of Central Management Services Law. Requires the Department of Central Management Services, in cooperation with the Department of Human Services, to develop and implement plans to increase the number of individuals with a disability employed by State government. Amends the Department of Commerce and Economic Opportunity Law. Requires the Department of Commerce and Economic Opportunity, in cooperation with the Department of Human Services, to develop and implement a public awareness campaign designed to increase statewide awareness of issues that affect individuals with a disability. Sets forth requirements for the public awareness campaign. Amends the Department of Human Services Act. Requires the Department of Human Services to establish procedures and adopt rules for the certification of employees and individuals with a disability with respect to certain tax credits set forth under the Illinois Income Tax Act. Amends the Illinois Procurement Code. Requires that each notice of a contract contain a statement to encourage prospective vendors to hire individuals with a disability. Provides that a chief procurement officer may encourage prospective vendors to consider hiring individuals with a disability. Amends the Illinois Income Tax Act. Creates a tax credit for taxpayers who, during the taxable year, pay wages to an employee with a disability. Creates a tax credit for taxpayers who, during the taxable year, hire a net new qualified employee with a disability. Creates a tax credit for taxpayers who are qualified individuals with a disability. Sets forth the amounts and requirements for these credits. Effective immediately.
Amends the Criminal Code of 1961 in relation to the distribution of the proceeds from the sale at public auction of forfeited vehicles, vessels, and aircraft. Provides that: (1) 65% of the proceeds shall be distributed to the local, municipal, county, sheriff, or State law enforcement agency or agencies that conducted or participated in the investigation resulting in the forfeiture; (2) 25% shall be distributed to the Office of the State's Attorney of the county in which the prosecution resulting in the forfeiture was instituted; and (3) 10% shall be retained by the Department of State Police for expenses related to the administration and sale of forfeited property. Provides for the deduction of actual, but reasonable, charges and expenses incurred by the sheriff in storing such vehicles, vessels, and aircraft. Effective immediately.
Amends the Property Tax Code. Provides that, for the purposes of the definition of 33 1/3%, the fair cash value of property is determined by the lesser of: (1) the Department of Revenue's sales ratio studies for the 3 most recent years preceding the assessment year; or (2) the valuation of the property in the prior year (under the current law, the fair cash value is based on the sales ratio studies).
Amends the Illinois Income Tax Act. Increases the basic amount of the standard exemption, annually, by the percentage increase in the Consumer Price Index for the previous calendar year. Effective immediately.
Amends the Unified Code of Corrections. Provides that if a person who is serving a term of probation, conditional discharge, parole, or mandatory supervised release for a felony and while on probation, conditional discharge, parole, or mandatory supervised release for that felony is convicted of a separate felony, any sentence following conviction of the separate felony shall be consecutive to that of the original sentence for which the defendant was on probation, conditional discharge, parole, or mandatory supervised release.
Amends the Consumer Fraud and Deceptive Business Practices Act. Exempts, from the provisions of the Act, claims seeking damages for conduct that results in bodily injury, death, or damage to property other than the property that is the subject of the practice claimed to be unlawful. Provides that the exemption applies to causes of action pending on or filed on or after July 1, 2007. Effective immediately.
Amends the Illinois Lottery Law. Provides that the Department of Revenue or any successor in interest shall offer a special instant scratch-off game for the benefit of Illinois veterans. Provides that tickets for the game shall be distributed year-round and shall be available in all instant ticket dispensing machines controlled by the Department or any successor in interest. Provides that the Department of Veterans Affairs shall approve the ticket design for the game. Sets forth criteria for the ticket design. Amends the Department of Veterans Affairs Act. Provides that a veterans' service officer (instead of a service officer) shall be assigned to each field office. Sets forth the functions and qualifications for veterans' service officers. Provides that the Director of the Department of Veterans Affairs shall appoint a Chief Veterans' Service Officer. Sets forth the duties of the Chief Veterans' Service Officer.
Amends the O'Hare Modernization Act. Provides that the city of Chicago must reimburse all taxing districts (rather than only school districts and community college districts) for lost tax revenue resulting from the city's acquisition of parcels of property for the O'Hare Modernization Program. Deletes language providing that the city's obligation to reimburse school districts and community college districts ends with the 2009 taxable year and providing that no reimbursements are payable after January 1, 2010. Increases from $20,000,000 to $40,000,000 the maximum amount that the city shall pay out under the provision. Effective immediately.
