MUNI CD-O'HARE FUND

Amends the Illinois Municipal Code. Provides that the City of Chicago shall create a special fund for the purpose of compensating property owners whose property values are diminished because of expansion at O'Hare Airport. Provides that a portion of the landing fees generated at O'Hare Airport sufficient to cover the costs associated with compensating the property owners shall be deposited into the Fund.

CANNABIS CONTROL-PENALTIES

Amends the Cannabis Control Act. Provides that a person who knowingly manufactures, delivers, or possesses with intent to deliver, or manufacture more than 10,000 grams of any substance containing cannabis is guilty of a Class X felony for which the person shall be sentenced to a term of imprisonment of not less than 9 years and not more than 40 years (rather than a Class X felony penalty).

VIOLENT OFFENDER REGISTRATION

Creates the Violent Offender Registration Law. Provides for the registration of a person who committed a violent crime as defined in the Rights of Crime Victims and Witnesses Act and who is not required to register under the Sex Offender Registration Act, the Arsonist Registration Act, or the Child Murderer and Violent Offender Against Youth Registration Act. Creates the Violent Offender Registration Fund in the State treasury. Provides that the Fund shall receive deposits of registration fees from violent offenders. Establishes various requirements for registration and provides penalties for those persons who violate registration requirements. Creates the Violent Offender Community Notification Law. Provides that the name, address, date of birth, and offense or adjudication for violent offenders required to register under the Violent Offender Registration Law shall be open to inspection by the public. Provides that the Department of State Police and any law enforcement agency may, in the Department's or agency's discretion, place this identifying information about violent offenders on the Internet or in other media. Amends various Acts to make conforming changes.

ADOPTION COMP-PAYMENTS

Amends the Adoption Compensation Prohibition Act. Provides that an expectant mother may not accept compensation or the payment of reasonable medical or hospital expenses or reasonable living expenses from 2 or more persons not residing within the same household who have been promised the surrender or the consent to adoption of the same child for whom the mother expects to give birth. Provides that a violation is a Class 4 felony for a first offense and a Class 3 felony for a subsequent offense.

CRIM PRO-BAIL-DOMEST VIOLENCE

Amends the Code of Criminal Procedure of 1963. Provides that when a person is charged with battery, aggravated battery, domestic battery, aggravated domestic battery, violation of an order of protection, or other form of domestic violence and the victim is a family or household member, the victim of the offense may not furnish bail security for the person charged with the act of domestic violence for a period of 72 hours after the taking of the accused into custody for the act of domestic violence.

TOLL HWY-ASSETS SALE

Amends the Toll Highway Act. Provides that neither the Authority, the Governor, nor any other officer or employee of the executive branch of State government may sell, convey, lease, transfer, or otherwise dispose of any asset of the Authority with a fair market value of over $1,000,000. Further provides that the prohibition shall not be defeated by splitting a unitary asset and attempting to make the disposition in parts and that any attempted disposition that violates the prohibition is void. Effective immediately.

CRIM CD-DAMAGE POLICE PROPERTY

Amends the Criminal Code of 1961 relating to criminal damage to property. Enhances the penalties for criminal damage to property by one class if the property damaged is property of a law enforcement agency used for the enforcement of the criminal and traffic laws and ordinances of this State or a unit of local government.

VET AFFAIRS-OUTREACH OFFICER

Amends the Department of Veterans Affairs Act. Creates the position of Advocate Outreach Officer to be appointed by the Director of the Department. Sets forth the duties of the position, including assisting veterans and their families in working with various federal, State, and local agencies and performing community outreach functions. Effective January 1, 2008.

PROP TX-APPEALS

Amends the Property Tax Code. Requires each chief county assessment officer in counties with less than 3,000,000 inhabitants to provide to each residential taxpayer a Homestead Assessment Disclosure Document that contains certain disclosures concerning the assessed valuation of homestead property. Requires the Department of Revenue to annually review the disclosures to ensure that they are accurate and that they comply with all applicable laws and rules concerning property valuations. Provides that, if a taxpayer files a complaint before a board of review, then, within 5 days after the complaint is filed, the board of review must provide the taxpayer with a detailed description of the rules and procedures for hearings before the board. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

CRIM CD-INDECENT SOLICIT CHILD

Amends the Criminal Code of 1961. Provides that a person who commits the offense of indecent solicitation of a child by the knowing use of a computer on-line service, Internet service, local bulletin board service, or any other device capable of electronic data storage or transmission and misrepresents his or her age to the child or one whom he or she believes to be a child is guilty of a felony offense that is one class higher than the penalty for the same conduct committed without using a computer on-line service, Internet service, local bulletin board service, or any other device capable of electronic data storage or transmission.
