Amends the Department of Transportation Law of the Civil Administrative Code of Illinois and the Environmental Protection Act. Requires the Illinois Environmental Protection Agency, with the assistance of the Department of Transportation, to conduct a study describing the environmental and human health impacts caused by runways and air traffic at Chicago O'Hare International Airport. Requires the Agency, when conducting this study, to pay particular attention to the impact of air pollution, noise pollution, the emission of gases and fluids by aircraft, and similar factors on the quality of life, health, and property values of persons who live adjacent to the flight paths used by Chicago O'Hare International Airport. Requires the Agency, with the Department's assistance, to monitor actual noise levels experienced in 2014. Requires the Department to assist with the study. Requires the Agency to deliver a written report of its findings to the General Assembly by no later than October 31, 2014. Effective immediately.

Amends the Code of Criminal Procedure of 1963. Requires a minimum of $1,000 cash bond on a weapons offense under Article 24 of the Criminal Code of 2012, which is a Class X, 1, 2, or 3 felony. Requires a source of bail hearing to be conducted prior to posting of bail.
Amends the Illinois Controlled Substances Act. Provides various penalties for knowingly withholding information from a practitioner from whom a person seeks to obtain a controlled substance or a prescription for a controlled substance. Provides that a health care practitioner with the intent to provide a controlled substance or combination of controlled substances that are not medically necessary to his or her patient or an amount of controlled substances that is not medically necessary for his or her patient, may not provide a controlled substance or a prescription for a controlled substance by misrepresentation, fraud, forgery, deception, subterfuge, or concealment of a material fact. Provides that a violation is a Class 4 felony for the first offense and a Class 3 felony for each subsequent offense. The fine for the first offense shall be not more than $100,000. The fine for each subsequent offense shall not be more than $200,000.
Amends the Transmitters of Money Act. Deletes provision that a person who engages in conduct requiring a license under the Act and fails to obtain a license from the Director is guilty of a Class 3 felony. Amends the Criminal Code of 2012. In the statute concerning money laundering, provides that the laundering of property of a value exceeding $1,000,000 is a Class X felony. Creates the offense of engaging in monetary transactions in criminally derived property and the offense of unlawful money transmitting business. Defines offenses and establishes penalties. Amends the Code of Criminal Procedure of 1963. Provides that 2 or more acts or transactions involving money laundering, engaging in monetary transactions in criminally derived property, unlawful money transmitting business, online sale of stolen property, online theft by deception, electronic fencing, or workers' compensation fraud, may be charged as a single offense in a single count of the same indictment, information, or complaint, if the acts or transactions by one or more defendants are in furtherance of a single intention and design or if the property, labor, or services obtained are of the same person or are of several persons having a common interest in the property, labor, or services. Amends the Unified Code of Corrections to make conforming changes.
Amends the Counties Code. Adds a Division addressing local government reduction and efficiency. Provides the General Assembly's findings regarding units of local government and possible inefficiencies. Provides that in certain counties, the county board may enact an ordinance proposing the dissolution of a unit of local government and, upon the effective date of that ordinance, the chairman of the county board shall issue an audit of the unit. Provides that following the return of this audit report, the county board may adopt an ordinance to dissolve the unit. Provides for a court-appointed trustee-in-dissolution that shall create and implement a plan for consolidation and dissolution of the unit of local government and exercise powers including, but not limited to, the powers and duties of the board of the dissolved unit of government, levying and rebating taxes, and entering into intergovernmental agreements to combine and transfer the functions of the dissolved unit. Further provides for any outstanding indebtedness of the unit, abatement of any tax levied by the unit, and pending litigation involving the unit. Effective immediately.
Amends the Illinois Horse Racing Act of 1975. Deletes a provision that establishes and prescribes the duties of the Thoroughbred Breeder's Program Task Force.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning prisoner records maintained by the Department of Corrections.
Amends the Unified Code of Corrections. Provides that the Illinois Department of Corrections (IDOC) shall enter into a Memorandum of Understanding (MOU) with U.S. Immigration and Customs Enforcement (ICE) which authorizes the Secretary of the U.S. Department of Homeland Security to enter into written agreements with a state or any political subdivision of a state to remove an alien in the custody of that state. Provides that the purpose of the MOU is to set forth terms by which ICE and IDOC will cooperate in a Rapid Removal of Eligible Parolees Accepted for Transfer ("Rapid REPAT") program, which allows for early conditional release for deportation of removable custodial aliens to their home countries. Provides that the Prisoner Review Board shall hear by at least one member and, through a panel of at least 3 members, decide all requests for release of prisoners subject to detainers filed by ICE. Provides that the Memorandum of Understanding (MOU) with U.S. Immigration and Customs Enforcement shall provide that a person may take part in the Rapid REPAT program only if a final order of deportation has been issued against the person, provided that prior to the issuance of the order: (A) the person has been advised of and given a full and fair opportunity to exercise his or her rights under federal immigration law to a hearing before an immigration judge to contest his or her removal from the United States, including but not limited to the right to seek and consult with legal counsel and to be represented by counsel at the hearing, to present evidence in support of any applicable defense to a removal proceeding or claim for relief from removal, and to seek review of an adverse decision by the judge; (B) the person has been informed of available legal referral services and of law firms and not-for-profit organizations that provide free or low-cost legal assistance; and (C) the information has been provided verbally and in writing in English and in the person's native language.
Amends the Open Meetings Act. Authorizes an elected or appointed member of a public body of a park district, forest preserve district, or conservation district to satisfy the training requirements of the Act through an alternative training arrangement sponsored or conducted by the Illinois Association of Park Districts. Sets forth requirements for the alternative course of training. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Allows a peace officer to conduct temporary questioning or make an arrest outside of his or her jurisdiction, if the officer while on duty becomes aware (rather than current requirement of personally aware) of the immediate commission of a felony or misdemeanor violation of the laws of this State.
