AIRPORT NOISE LEVEL MONITORING

Amends the Permanent Noise Monitoring Act. Deletes the definition of "Ldn". Defines "Annual community noise equivalent level" or " annual CNEL", "daily community noise equivalent level" or "CNEL", "noise exposure level", and "noise level". Requires permanent noise monitoring reports to include noise contour maps showing the 65 CNEL, 70 CNEL, and 75 CNEL zones (instead of "65 Ldn, 70 Ldn and 75 Ldn zones") around the airport. Makes corresponding changes.

ANIMAL ABUSE REGISTRY

Amends the State Finance Act. Creates the Animal Abuse Registry Fund. Amends the Humane Care for Animals Act. Provides that the Department of Agriculture shall create and maintain an animal abuse registry. Provides that any person 18 years of age or older that resides in or is domiciled in this State that has been convicted of cruel treatment, aggravated cruelty, or animal torture shall register with the Department of Agriculture within 30 calendar days after the date of conviction to be placed on the animal abuse registry. Failure to register is a Class B misdemeanor for a first offense and a Class 4 felony for a subsequent violation. Prohibits a registered person from owning a companion animal or being employed at an animal shelter, pound, pet shop, zoo, or other business where companion animals are present. Effective immediately.

SEWAGE DISPOSAL LIC-VETERANS

Amends the Private Sewage Disposal Licensing Act. Allows veterans of the United States Armed Forces who have been discharged under honorable conditions to pay 50% of the licensing and examination fees determined by the Department of Public Health to be issued a private sewage system installation contractor license or a private sewage disposal system pumping contractor license. The applicant's veteran status can be verified using his or her DD-214 form.

PROP TX-SENIOR FREEZE

Amends the Property Tax Code. Beginning in taxable year 2017, increases the maximum income limitation under the Senior Citizens Assessment Freeze Homestead Exemption from $55,000 to $75,000 for applicants who have occupied the residence for 5 years or more. Indexes the maximum income limitation to the Consumer Price Index. Effective immediately.

LEGIONELLA TESTING - SCHOOLS

Encourages the Illinois State Board of Education and the Illinois Department of Public Health to work in collaboration with local school districts to develop and implement plans for the testing of Legionella.

FINANCIAL INST-ELDER ABUSE

Creates the Financial Institutions Elder Abuse Reporting Act. Provides that a financial institution shall make an abuse report if an employee of the financial institution (i) has direct contact with an elder adult or reviews or approves an elder adult's financial documents, records, or transactions in connection with financial services provided by the financial institution to or for the elder adult, and (ii) observes or obtains knowledge of behavior, unusual circumstances, or transactions that leads the employee to know or have reasonable cause to suspect that the elder adult is the victim of financial abuse. Provides that an abuse report made under the Act is confidential. Provides that a financial institution shall establish and implement a training program to (i) assist employees in recognizing signs of potential financial abuse of an elder adult and (ii) inform employees about the requirement to file abuse reports provided by the Act. Provides for civil penalties for failure to file an abuse report.

CHICAGO FLY QUIET - MODIFY

Urges the Chicago Department of Aviation to develop a more comprehensive, aggressive Fly Quiet program, including the development of a Continuous Descent Approach, a review of Noise Abatement Department Procedures, the act of maintaining at least 2 operating runways and leaving a third runway open during Fly Quiet hours, including at least one diagonal runway, and the operating use of a Runway Rotation Plan, to disperse airport noise effects during Fly Quiet hours. Urges the Chicago Department of Aviation to revise and strengthen the Fly Quiet Program Manual and operating procedures to create a pathway toward partial compliance with Fly Quiet during non-optimal weather conditions, and better familiarity between air traffic controllers and Fly Quiet principles. Recommends that the Fly Quiet Program Manual should be studied and revised at regular, periodic intervals; these reviews should include, but not be limited to, the assessment of departure paths and headings from O'Hare's newest runways and determine the best runway configurations, with the goal of directing flights over less-populated areas and reducing population impacts. Urges that the stakeholders should work together to study and implement Fly Quiet Program Manual voluntary operating procedures outside of normal Fly Quiet hours. Urges the Chicago Department of Aviation to make every effort to work with its private partners to discourage and phase down the use of older and noisier aircraft, including but not limited to the MD-80 and DC-10 aircraft, on a 24/7 basis but especially during Fly Quiet hours. Urges the Chicago Department of Aviation to enhance the report card program to measure and publicly report on the noise mitigation performance metrics posted by airlines and air cargo operators throughout the 24/7 day, but especially with respect to operations during Fly Quiet hours.

INC TX-SOUNDPROOFING

Amends the Illinois Income Tax Act. Creates an income tax credit in an amount equal to the amount paid by the taxpayer during the taxable year for the purpose of purchasing acoustical materials, other materials, labor, and professional services to soundproof a residential home located at an eligible address against aircraft noise generated by an airport governed by the provisions of the Permanent Noise Monitoring Act. Provides that the credit may not reduce the taxpayer's liability to less than zero; however, the credit may be carried forward. Provides that the credit is exempt from the Act's automatic sunset provisions. Effective immediately.

ANIMAL DEVOCALIZATION

Amends the Humane Care for Animals Act. Provides that no person, except a veterinarian licensed in this State, using anesthesia, may surgically debark or silence a dog or cat. Provides that a veterinarian conducting a debarking procedure must file a written certification with the Department of Agriculture and the Department of Financial and Professional Regulation stating that the surgical debarking or silencing is medically necessary to treat or relieve an illness, disease, or injury or to correct a congenital abnormality that is causing or will cause the dog or cat medical harm or pain. Provides that a violation is a Class 3 felony for which a fine of not more than $2,500 or imprisonment for up to 5 years, or both, may be imposed.

O'HARE - FLY QUIET PROGRAM

States the belief that O'Hare International Airport's noise monitoring technology should be coupled with artificial-intelligence software to match the noises perceived by each station at each time to specific individual flight operations and the operations of individual airlines and to gauge the compliance of each individual airline firm with the guidelines set down in the Fly Quiet Program. Urges the Aviation Department of the City of Chicago to select a trusted third party that represents the interests of O'Hare International Airport's noise neighbors and to share the information enumerated in this resolution with this third party. Urges the Aviation Department and the trusted third party to collaborate to develop a rank-ordered chart of each airline firm's compliance with Fly Quiet Program guidelines. Urges the Aviation Department and the trusted third party to give the charts explicit and formal consideration as elements in any decisions made, subsequent to the start of the generation of this data and these charts, on the reallocation of departure gates and support facilities at O'Hare International Airport.
