Amends the Workers' Compensation Act. Makes a technical change in a Section concerning the Industrial Commission's annual report to the Governor.
Amends the Unemployment Insurance Act. Expands the definition of misconduct in the Section concerning an employee's discharge for misconduct to include violations of written workplace policies, rules, or instructions where the employee is provided with advance written notice of the policies, rules, and instructions and to include a failure of an employee to discharge the duties for which he or she was employed.
Amends the Criminal Code of 1961. Provides that a prosecution for misconduct by a public officer or employee may be extended no more than 6 years (now, 3 years) beyond the period otherwise applicable. Effective immediately.
Amends the School Code. Provides that each year on or before October 1, a school board shall provide to a newspaper of general circulation within the school district the name, position, and salary of each of the district's administrators. Provides that the newspaper has the discretion to publish the information or not.
Creates as the Prostate Cancer Research Continuing Appropriation Act. Provides for a continuing annual appropriation from the Prostate Cancer Research Fund to the Department of Public Health for the purpose of making grants to public and private entities for prostate cancer research.
Amends the Attorney General Act. Requires the Attorney General to establish and maintain a public corruption telephone hotline and a web site through which public corruption may be reported. Requires Assistant Attorneys General to screen reports and in appropriate cases make referrals for investigation and possible prosecution to the responsible law enforcement and prosecutorial authorities. Provides for confidentiality of reporters. Effective immediately.
Amends the Health Maintenance Organization Act concerning the operation of the Health Maintenance Organization Guaranty Association. Provides that the Guaranty Association is subrogated to certain rights of persons having claims covered by it. Limits the liability of the Guaranty Association with respect to claims based upon marketing materials, misrepresentations, and certain other acts of a health maintenance organization. Provides for the continuation of services by providers. Requires that suits against the Guaranty Association be brought in Cook County. Provides for the Director of Insurance to monitor capital levels of health maintenance organizations.
Amends the Workers' Compensation Act. Provides that no compensation is payable if an injury was caused solely by the intoxication of the employee or by the influence of alcohol or any narcotic drugs, barbiturates, or other stimulants not prescribed by a physician or by the combined influence of alcohol and any other drug or drugs that affected the employee to a specified extent. Contains provisions regarding evidence, presumptions, and measurement.
Creates the Electrician Licensing Act. Provides for regulation of electricians and electrical contractors. Establishes civil penalties for violations of the Act. Provides that performing unlicensed electrical work, when a license is required by this Act, constitutes a business offense for the first violation and a Class A misdemeanor for a second or subsequent violation. Provides for concurrent exercise by home rule units. Amends the Regulatory Sunset Act to repeal this Act January 1, 2014. Effective January 1, 2004.
