Amends the Workers' Compensation Act. Makes a technical change to a Section concerning the Self-Insurers Advisory Board.

Amends the Illinois Procurement Code. Requires that before a contract is awarded that provides benefits to State employees, the General Assembly must approve the contract by adoption of a joint resolution by record vote.
Amends the State Finance Act. Provides that the Governor may, through June 30, 2005 (now, June 30, 2007), direct the State Treasurer and Comptroller to transfer a specified sum from any fund held by the State Treasurer to the General Revenue Fund in order to help defray the State's operating costs for the fiscal year. Provides that no transfers may be made in this manner after June 30, 2005. On January 1, 2006, or as soon as may be practical after than date, the State Treasurer and the Comptroller shall reverse all transfers previously made under this authority unless the General Assembly has specifically authorized the transfers prior to that date. Places the same restrictions and requires the same reverse transfers with respect to the allocation and transfer of amounts generated by certain new and increased fees. Effective immediately.
Amends the Criminal Code of 1961 relating to criminal damage to property. Enhances the penalties for criminal damage to property by one class if the property damaged is property of a law enforcement agency used for the enforcement of the criminal and traffic laws and ordinances of this State or a unit of local government.
Amends the State Finance Act to create the Senior Mobility Assistance Fund. Provides that, from appropriations from the fund, the Department of Transportation must make grants to public and private entities that provide mobility assistance to senior citizens. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. In each of those Acts, provides that if, at any time during fiscal year 2006 or any fiscal year thereafter, the total net revenue realized for that fiscal year that was collected by the State on the sale or use of motor fuel under the Act in that fiscal year exceeds the total net revenue realized for fiscal year 2005 that was collected by the State on the sale or use of motor fuel under the Act, then, each month, the Department shall pay into the Senior Mobility Assistance Fund 10% of the net revenue realized for the preceding month from the 6.25% rate on the selling price of motor fuel and gasohol that was sold during the remainder of that fiscal year. Effective immediately.
Amends the Illinois Income Tax Act. Exempts the Penny Severns Breast, Cervical, and Ovarian Cancer Research Fund from the requirement that a tax checkoff be removed from the income tax return form if the contributions to the checkoff fund are less than $100,000. Makes technical changes concerning the name of the Fund. Effective immediately.
Amends the Unified Code of Corrections. Provides that a person placed on court supervision for driving an uninsured vehicle must maintain proof of financial responsibility, in a manner satisfactory to the Secretary of State, for a period of at least 3 years (rather than one year) after the date the proof is first filed.
Amends the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985. Makes a technical change in a Section concerning qualifications for licensure as a cosmetologist by a barber school graduate.
Recognizes the 40th anniversary of the Streamwood Park District.
Recognizes the tenth anniversary of the Park Place Recreation Center, part of the Streamwood Park District.
