Amends the Illinois Income Tax Act. Allows an income tax credit for each individual taxpayer who, during the taxable year, donates instructional materials for use in a school in Illinois. Provides that the amount of the credit is equal to the cost of those donated materials, but not to exceed $200. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.

Amends the Highway Advertising Control Act of 1971. Provides that with respect to signs owned or leased by the State or a political subdivision, an area zoned for business, commercial, or industrial activities adjacent to and within 660 feet of an Interstate highway and that is in Township 41 North, Range 10 East of the Third Principal Meridian, shall be deemed a "business area" for purposes of the Act. Contains provisions concerning repeal if preempted by federal law or regulation and concerning inapplicability if receipt of federal funds by IDOT is impacted.

Amends the Residential Real Property Disclosure Act. Requires the seller of the property to disclose whether the property has been used for the manufacture of methamphetamine.

Amends the Public Utilities Act. Provides that notwithstanding the definition of "eligible customer" in a specified provision, each electricity provider shall allow meter aggregation for the purposes of net metering eligible renewable electrical generating facilities owned or operated by school districts, community college districts, or units of local government pursuant to an intergovernmental agreement. Provides that electricity providers shall provide net metering to all parties to the intergovernmental agreement so that all energy produced by the eligible renewable electrical generating facilities is applied as a 1:1 kilowatt hour credit for each party to the intergovernmental agreement. Provides that electricity providers shall carry over any excess kilowatt-hour credits earned and apply those credits to subsequent billing periods to offset any customer-generated consumption until all credits are used or until the end of the annualized period. Provides that the electricity provider shall not discontinue meter aggregation as long as the intergovernmental agreement described in specified provisions is in effect. Effective immediately.

Amends the State Officials and Employees Ethics Act. Makes a technical change in a Section concerning the short title.

Amends the Humane Care for Animals Act and the Abused and Neglected Child Reporting Act. Provides that an animal control officer or a humane society investigator with reasonable cause to suspect or believe that a child is being abused or neglected or is in danger of being abused or neglected must immediately make a written or oral report to the Department of Children and Family Services. Provides that any person required to report suspected child abuse or neglect under the Abused and Neglected Child Reporting Act must also immediately report suspected animal abuse or neglect or danger of animal abuse or neglect to the Department of Agriculture's Bureau of Animal Welfare. Preempts the exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

Amends the School Code. Makes a technical change in a Section concerning General Assembly scholarships.

Creates the Home Protection Pilot Program Act. Requires the Illinois Housing Development Authority to implement a pilot program to assist Illinois workers who have lost jobs as a result of changing economic conditions in Illinois when those workers are in need of assistance to avoid losing their homes to foreclosure. Provides that the Program shall include counties selected at the discretion of the Authority on the basis of increased rates of foreclosure, actual foreclosure filings, unemployment, the need of local counseling agencies for increased capacity to serve clients in need of assistance to avoid losing their homes to foreclosure, the availability of funding, and other factors the Authority determines to be relevant. Provides for loans to homeowners secured by liens on residential real property located in Illinois, and prohibits a mortgagee from engaging in certain conduct upon a mortgagor's filing of an application for loan assistance. Sets forth other provisions of the Program. Requires the Authority to conduct a study and to report to the Governor and the General Assembly by May 1, 2009.

Amends the Nursing and Advanced Practice Nursing Act to provide that the scope of practice for licensed practical nurses, licensed registered nurses, and licensed advanced practice nurses includes the authority to prescribe drugs and medicines. Repeals a Section concerning the prescriptive authority of advanced practice nurses. Amends the Ambulatory Surgical Treatment Center Act, the Hospital Licensing Act, the Pharmacy Practice Act of 1987, the Sexual Assault Survivors Emergency Treatment Act, and the Illinois Controlled Substances Act to reflect this prescriptive authority.

Amends the Illinois State Auditing Act. Makes a technical change in a Section concerning the definition of "Office of Auditor General".
