Amends the State Budget Law of the Civil Administrative Code of Illinois. Makes a technical change concerning submission of the State budget.
Congratulates eleven teachers in Palatine-Schaumburg High School District 211 who earned national certification through the National Board for Professional Teaching Standards.
Creates the Joint Committee on Government Reform to stand ready to work with the Governor and others to restore integrity to State government.
Amends the State Finance Act. Creates a non-appropriated Fund, the Minority Film Support Fund, to be administered by the State Treasurer to help collateralize loans from financial institutions to minority film makers producing films or building or maintaining minority film and television studios when the institution's credit standards would not otherwise be met.
Amends the Alternative Health Care Delivery Act. Makes a technical change in the Section concerning definitions.
Amends the Illinois Insurance Code. Provides that the rates and premium charges for every policy of automobile liability insurance shall include appropriate reductions as determined by the insurer for any insured over age 55 upon successful completion of the National Safety Council's Defensive Driving Course or a motor vehicle accident prevention course which is found by the Secretary of State to meet or exceed the standards of the National Safety Council's Defensive Driving Course's 8 hour classroom or other alternative method (instead of only classroom) safety instruction program. Provides that any accident prevention course approved by the Secretary of State under the provision shall consist of at least 8 hours of classroom or other alternative method (instead of only classroom) of instruction or 4 hours for insured persons who have previously completed the course successfully. Effective immediately.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to require coverage for a child that is 25 years of age or younger. Also prohibits the exclusion of a child from coverage for the sole reason that the child is adopted or does not reside with the insured. Amends the Covering ALL KIDS Health Insurance Act. Permits dependent children age 19 through 25 to buy into the Covering ALL KIDS Health Insurance Program. Authorizes the Department of Healthcare and Family Services to establish eligibility, co-pay, and premium requirements. Effective January 1, 2009.
Amends "An Act concerning appropriations", Public Act 95-731. Restores an appropriation to the Department of Labor in connection with Displaced Homemaker Grants that was vetoed by the Governor. Effective immediately.
Amends the Illinois Public Aid Code. In provisions concerning Medicaid rates for nursing homes, provides that for facilities licensed by the Department of Public Health under the Nursing Home Care Act as Intermediate Care Facilities for the Developmentally Disabled or Long Term Care for Under Age 22 facilities, the rates taking effect on July 1, 2008 shall include a $0.50-per-hour wage increase for non-executive staff. Effective July 1, 2008.
Amends the Mental Health and Developmental Disabilities Administrative Act and the Illinois Public Aid Code. Provides that the Department of Human Services shall provide an annual increase in funding to all programs serving individuals with developmental disabilities for which the Department has established payment rates, including but not limited to intermediate care facilities for the developmentally disabled, services provided under the Illinois Home and Community Based Services Medicaid Waiver for adults with developmental disabilities, and other programs for individuals with developmental disabilities supported by State funds or by funding under the Social Security Act; provides that the annual increase in rates shall be effective the first day of every State fiscal year. Provides that Medicaid payment rates for all nursing facilities certified by the Department of Public Health under the Nursing Home Care Act as Intermediate Care for the Developmentally Disabled facilities shall be increased annually on July 1 by the over-the-year increase in the previous calendar year of the non-seasonally-adjusted Employment Cost Index for total compensation for all civilian workers compiled by the U.S. Bureau of Labor Statistics. Effective July 1, 2008.
