Amends the Criminal Code of 1961. Makes a technical change in a Section concerning domestic battery.

Amends the Mental Health and Developmental Disabilities Administrative Act. Creates the Mental Health and Developmental Disabilities Services Strategic Planning Task Force for the purpose of developing a five-year comprehensive strategic plan for the State's mental health services. Provides that the plan shall address certain issues impacting mental health and developmental disabilities services including reducing regulatory redundancy, improving access to care, and maintaining financial viability for providers that is cost neutral or saves the State money. Contains provisions concerning the composition of the Task Force; appointments; compensation; and reporting requirements. Effective immediately.

Amends the Jury Act. Provides that if a prospective juror is found to be unqualified or is excused due to a total and permanent disability, the county board, the jury administrator, or the jury commissioners shall permanently exclude the person from all jury lists. Provides that the proof of total and permanent disability shall be a licensed physician's written statement that concludes that the person has a total and permanent disability as defined in the Act, describes the disability, and explains how it prevents service as a juror. Defines "total and permanent disability" as any physical or mental impairment, disease, or loss of a permanent nature that prevents performance of the duties of a juror.

Amends the Criminal Code of 1961. Provides that a person commits identity theft when he or she knowingly uses, possesses, or transfers a radio frequency identification device capable of obtaining or processing personal identifying information from a radio frequency identification (RFID) tag or transponder with knowledge that the device will be used by the person or another to commit a felony violation of State law or any violation of the Identity Theft Law. Provides that, in addition to other elements of the offense, aggravated identity theft consists of the proscribed conduct. Establishes penalties.

Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section creating the civil administrative agencies.

Amends the Nurse Practice Act. Provides that a collaborating physician or podiatrist may, but is not required to, delegate prescriptive authority to an advanced practice nurse as part of a written collaborative agreement of Schedule II (instead of III) through V controlled substances. Effective immediately.

Amends the Criminal Code of 1961. Provides that a person commits false personation when he or she falsely represents himself or herself: to be another person and does an act in such assumed character with intent to obtain a benefit or to injure or defraud another; to be a representative of some person or organization and does an act in such false capacity with intent to obtain a benefit or to injure or defraud another; or to be another person by Internet website or electronic means with intent to obtain a benefit or injure or defraud another, or by such communication falsely represents himself or herself to be a public officer or public employee to induce another person to submit to such authority or act in reliance on such false representation. Provides that the trier of fact may infer that a person is falsely representing himself or herself to be a public officer or a public employee or an official or employee of the federal government if the person wears or displays without authority any uniform, badge, insignia, or facsimile thereof by which such public officer or public employee or official or employee of the federal government is lawfully distinguished, or if the person falsely expresses by his or her words or actions that he or she is a public officer or public employee or official or employee of the federal government or is acting with approval or authority of a public agency or department and so acts with intent to induce another to submit to such false official authority, to solicit funds or to otherwise cause another person to act in reliance upon that false representation.

Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.

Amends the Illinois Health Finance Reform Act. Removes a provision prohibiting the inclusion of a patient's name, address, or Social Security number in patient claims and encounter data submitted by hospitals and ambulatory surgical treatment centers.

Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Creates the Illinois State Police Federal Projects Trust Fund as a federal trust fund in the State treasury. Provides that the State Police Federal Projects Trust Fund is established to receive funds awarded to the Department of State Police from all federal departments and agencies for the specific purposes established by the terms and conditions of the federal awards. Requires that all interest earned by the investment or deposit of monies accumulated in the Trust Fund shall be deposited into the Trust Fund, except if the terms and conditions of the federal award otherwise provides. Amends the Illinois Motor Vehicle Theft Prevention Act. Creates the State Police Motor Vehicle Theft Prevention Trust Fund. Provides that moneys in the Trust Fund shall be used by the Department of State Police to make grants for motor vehicle theft prevention purposes.
