Amends the Highway Advertising Control Act of 1971. Makes a technical change in a Section concerning business areas.

Amends the Property Tax Code. Provides that, in counties with 3,000,000 or more inhabitants, taxpayers shall have at least 60 (instead of 20) days after the date of publication of the notice to file complaints. Effective immediately.

Amends the Mental Health and Developmental Disabilities Confidentiality Act. Adds the Departments of Corrections and Juvenile Justice to the government officials or agencies to which there can be disclosure of the mental health records of a person who received services or who was evaluated, investigated, or prosecuted pursuant to the Sexually Violent Persons Commitment Act, without the consent of the person or the treatment provider involved. Effective immediately.

Amends the Private Business and Vocational Schools Act. Makes a technical change in a Section concerning the short title.

Amends the Lobbyist Registration Act. Provides that a person required to register under the Act is ineligible to hold an elective State or local office. Provides that the holder of an elective State or local office may not engage in activities that would require registration under the Act.

Amends the State Officials and Employees Ethics Act. Provides that the Executive Inspector General may make a summary report and response of the ultimate jurisdictional authority or agency head available to the public if the Executive Ethics Commission does not do so. Provides that, prior to publication by the Executive Inspector General, the Executive Inspector General shall permit the respondents, the Commission, and the Attorney General to review the documents to be made public and offer suggestions for redaction or provide a response that shall be made public with the summary report.

Amends the Unified Code of Corrections. Provides that every person who has been twice convicted in any state or federal court of a felony offense that contains the same element of the intentional or knowing infliction of great bodily harm, permanent disability or permanent disfigurement as the felony offense for which the person is now to be sentenced and the current offense was committed after the 2 prior convictions, shall be adjudged an habitual violent offender. Provides that, except when the death penalty is imposed, anyone adjudged a habitual violent offender shall be sentenced to a term of natural life imprisonment.

Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Effective immediately.

Congratulates the employees of the Hanover Township Senior Center on the occasion of the center being recognized as a Nationally Accredited Senior Center by the National Institute of Senior Centers.

Congratulates Elisa Galvan on receiving Harper College's Motorola Solutions Foundation Award for Excellence Scholarship.
